The work associated with Levee Unit R471-460 is to be raised from levee station 7+00 to levee station 375+00, north of US-36. The raise ranges in height between 6 inches and 1 foot between stations 7+00 and 100+00, between 1 foot and 2 feet in height between stations 100+00 and 165+00, and ranges between 1 foot and 3 feet in height between station 165+00 and 375+00. As part of this contract, stability berms as well as seepage berms extending between 150 feet and 500 feet landward of the landside levee toe are to be constructed. Three culverts ranging in size from 24 inches to 60 inches in diameter will need to be extended approximately 150 feet to 800 feet with the construction of the project. The purpose of this project is to provide increased flood risk mitigation from the Missouri river. All work is located along the R471-460 Levee Unit, located on the right bank of the Missouri River in Doniphan County, Kansas and Buchanan County, MO. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the Government does elect to hold a Pre-solicitation Conference, the pre-solicitation announcement will be modified accordingly. There will be an organized site visit planned for this solicitation. The details will be included in the solicitation. In accordance with FAR 36.204 and DFARs 236.204, the estimated magnitude of this construction project is: between $25,000,000 and $100,000,000.00. This solicitation will be issued as an Invitation for Bid (IFB) and evaluated base on price and in accordance with FAR 14.1. The estimated period of performance for completion of construction is 550 calendar days from the Notice to Proceed (NTP). Bid Bonds shall be in the amount of 20% of the bid price or $3,000,000.00, whichever is the lesser of the two values. Payment and Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. Bids will be due on the day and time specified in the solicitation. We anticipate release of the solicitation within the next 30 days, to ensure you do not miss this notice we recommend contractors register as interested vendors. If you register as an interested vendor you will be automatically notified if there are any changes made regarding to this notice, including when the actual solicitation is posted. The solicitation will be available on or about 16 March 2022 and bids will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This procurement will be competed as 100% small business set-aside with a North American Industry Classification System (NAICS) Code of 237990- Other Heavy and Civil Engineering Construction, with a size standard of $39.5 million.
