Section A - Solicitation/Contract Form Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912DQ-19-R-NWK1; this solicitation is a request for proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 Effective 06 May 2019. This acquisition is for one (1)Firm Fixed price contract within the state of Kansas, as a Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 333914, The business size standard is 750 employees. The Product Service Code (PSC) is 4320. The Service Contract Act is applicable to this action. The Kansas City District of the U.S. Army Corp of Engineers has a requirement to rent the following equipment: Three, 16 inch, self-contained pumps. Each with 100 feet of intake and 100 feet of discharge hose, including all accessories. If 16 Inch pumps are not available please provide proposal for three, 12 inch pumps with the same amount of hose as described above. We would like the contract to last 4 weeks from the date of delivery. Price shall include delivery, placement and pickup charges. Please annotate how soon the equipment can be delivered once a PO is provided. Type of Contract: The government anticipates an award of one (1) Commercial contract, Firm-Fixed-Price. Proposals/offers shall be submitted in writing in PDF. Proposals/offers shall be submitted via e-mail to David.m.best@usace.army.mil , 816-389-3404, by 27 May 2019 by 10:00 AM, Central time. All proposals/offers shall reference solicitation number W912DQ-19-R-NWK1 in the subject line. All offers must be good for at least 90 days from proposal due date. Notice to offerors: FAR 52.212-2, Evaluation - Commercial Items, does apply to this acquisition. In accordance with FAR 13.106, the solicitation will be awarded to the offeror providing the most advantageous proposal, the Government reserves the right to award to other than lowest price. Offers will be evaluated on technical capability and price. Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -Commercial Items, with its proposal. This provision is included in Section K of this combined synopsis/solicitation. If the offeror has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the offeror's proposal. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
