The U. S. Army Corps of Engineers, Kansas City District (NWK), is engaged in on-going efforts to plan a variety of levee infrastructure improvements within the Kansas City area for earliest possible implementation. NWK intends to execute a Design-Build Contract to address urgent and complex priorities for three pump stations within the Argentine Levee Unit, along the Kansas River, in Wyandotte County, Kansas. Phase One of the solicitation is expected to be on or about April 15, 2019 on the FedBizOps website at www..fbo.gov. The response date was changed to April 15, 2019. The solicitation will be posted as unrestricted. Responses will be due approximately 30 days later, with a goal of down selecting to target of three firms but will not exceed 5 firms. No greater than 5 firms will allowed to submit technical proposals to Phase Two - Request for Proposal (RFP), which is anticipated to reach the down-select firms in the summer of 2019. Contract award is anticipated to be in August/September of 2019. This solicitation will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction project will be noted in the RFP. At this time, no options have been identified for this project. Currently, no Pre-Solicitation Conference is planned for solicitation. If the Government does elect to hold a Pre Solicitation Conference, the pre-solicitation announcement will be modified accordingly. If options will be in the contract it will be noted in the RFP. Proposals received in response to this solicitation will be evaluated in accordance with the procedures outlined in FAR 15 for Best Value using the lowest price technically acceptable source selection process. The General Scope of Work: Work is integral to urban levee systems near the Kansas and Missouri Rivers, and lies immediately adjacent to existing rail lines. The scope of this DB contract will include the replacement of two old facilities, identified as Strong Avenue Pump Station and Argentine Main Pump Station, and to improve the Turner Pump Station. The overall purpose of replacing and modifying the three pump stations is to improve levee safety by reducing the risk of failure of the line of protection at the three locations. NWK will require the selected contractor to provide all labor, materials, and equipment to design and construct the new flood pump stations and/or improvements. The pump stations replacements include construction of temporary flood protection, construction of new pump stations, demolition of existing structures, and tie-in to existing infrastructure. The Argentine levee will be raised under a separate contract. The NAICS Code for this procurement is 237990-"Other Heavy and Civil Engineering Construction", and the size standard is $36,500,000.00. Proposals received in response to this solicitation will be evaluated in accordance with the Federal Acquisition Regulations (FAR) Part 15. An award will be made to the responsive proposal and from a responsible source. Proposal's will not be accepted or considered by email or other forms of electronic means.
