The U.S. Army Regional Contracting Center - Kuwait, is seeking capable sources for the manufacture and/or supply of T-Walls at multiple locations in Kuwait, for delivery on, but not limited to Camp Airfjan and Camp Buehring Kuwait. PROJECT SCOPE: The project will consist of the delivery of up to 6 Thousand T-Walls of 20 Feet (6M) in height. PROPOSAL PROCEDURES: The Government anticipates soliciting the procurement using full and open competition. One solicitation will be issued for the acquisition consisting of a Request for Quotation (RFQ) subject to FAR Subpart 13.5. The anticipated award date is currently unknown. The U.S. Government shall reserve the right to award to multiple vendors in the form of an IDIQ/BPA. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under the anticipated North American Industry Classification System (NAICS) Code 327390 – Other Concrete Product Manufacturing, either singly or as part of a Joint-Venture. The contractor shall provide and install an intrusion detection security system with closed circuit television monitoring around the perimeters of Camp Arifjan and Camp Buehring, Kuwait. The contractor shall also remove and dispose of the existing system. This project also requires the contractor to provide and install and intrusion detection security systems within eight buildings, (four (4) having additional locations within the building) with six (6) being at Camp Arifjan, two (2) buildings at Camp Buehring, the installation of a badging system at Camp Arifjan, and the installation and configuration of two control-monitoring stations. The role of a perimeter intrusion detection security system is fourfold: deter, detect (and assess), document and deny/delay any intrusion of the protected area or facility. There currently is existing intrusion detection systems with closed circuit television monitoring for the exterior and interior of Camp Arifjan and Camp Buehring. There is an ongoing effort in place to install both interior intrusion detection systems for several locations within each base and exterior intrusion detection systems, both with alarm and monitoring capabilities utilizing a two-phased approach. This contract shall require the removal and disposal of existing systems and components along the perimeter and within each building after completing the installment of the new equipment. This statement of work will focus on the equipment and installment of an exterior detection-intrusion physical perimeter security system with CCTV monitoring, interior detection-intrusion security systems within several buildings, a badging system compatible with RFID sensors, and two control-monitoring stations using a two-phased approach.
