The Army has a requirement for the replacement of the logic controller at the HPS. This device interfaces between the prime power system, generators and other devices within the HPS. The purpose of this device is to run an automated sequence that causes the generators to start in the event prime power is lost, in turn powering the critical systems in the HPS when the power grid is down. Currently the PLC is not functioning as designed, which is likely the result of a component failure within the PLC system. The PLC is obsolete, no longer in production, and the government requires a full replacement of the current unit. This requirement is for electrical maintenance and repair type services, and requires the contractor to have experience with PLC/SCADA Systems, Caterpillar Generators, Certification for High Voltage Work, and knowledge of the associations with these systems. The contractor will be responsible for sending a subject matter expert (SME) to the facility, remove and replace the existing PLC system with an updated current version, complete final tests and provide field report documents and warranty information for the new system. Pre-award site visits will not be scheduled due to restrictions associated with the COVID-19 pandemic. The government intends to award on an LPTA basis without discussions, and offerors are encouraged to submit their best proposals up front.
