THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number W912D0-19-R-0613 is hereby issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-03, Effective 12 Jun 2019. This acquisition is set aside 100% for Small Business. The North American Industry Classification Standards (NAICS) code 541330, Engineering Services, with a size standard of $7.5M. Description: The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking a source to provide all labor, supervision, management, transportation, equipment, supplies, and communication to inspect and certify the ski lifts on Fort Wainwright Alaska and Black Rapids Training Area Alaska in accordance with the Performance Work Statement (Attachment 1). The term of this contract will include a base year with four potential Option Years. This will be a Firm Fixed Price contract with an anticipated start date for the base year of 15 Aug 2019. There are three (3) ski lifts located on Fort Wainwright and one (1) ski lift located in the Black Rapids Training Area (Approximately 260 miles round trip from Fort Wainwright). The current wage determination applicable to this procurement is WD 2015-5683 (Rev. 7), posted on www.wdol.gov on 12/31/2018 The contract line items are as follows: ITEM No Supplies/Service Quantity Unit Unit Price Amount 0001 Inspect/Cert Birch Hill Ski Lifts 1 Job Inspect and certify 1 each ski lift, boardwalk, and tow rope on Birch Hill, Fort Wainwright Alaska in accordance with the Performance Work Statement. Evaluation Criteria: Award will be made to the responsible, technically acceptable offeror, whose quote, conforms to the combined Synopsis/Solicitation, and offers the lowest price technically acceptable (LPTA). Quote must be written in a logical, practical, clear and concise manner, containing all pertinent information in sufficient detail to provide the government with a clear understanding of the offeror's intent. Offeror must provide a capability statement to include previous jobs that are similar in scope as it applies to this solicitation. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be required to provide additional information as needed. The government reserves the right to use price realism analysis in the quote review process to determine if any pricing is unrealistically low and reflects a lack of understanding of the technical requirements or indicates a high risk of failure. No partial quotes or quotes without specifications will be accepted. Non-conformance with this requirement may result in the offerors quote being determined unacceptable. To be eligible for an award, contractor must be registered in the System for Award Management (SAM) database. NO EXCEPTIONS. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.fsd.gov. A DUNS (Dun and Bradstreet) number is required in order to register. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are mathematically and materially unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period prices to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and 1/2 of the 4th option. As indicated in FAR 52.217-8 the government will have the option provision to extend the performance of the contract up to an additional 6 months when the contractor is provided written notice. Providing pricing for the optional six-month extension period is not required. Offerors are required to upload provision FAR 52.212-3 Offeror Representations and Certifications Commercial Items into the System for Award Management (SAM), https://www.sam.gov, before quote is submitted. Submission of Invoices In accordance with FAR clause 52.212-4(g) the contractor shall submit all invoices electronically utilizing Wide Area Workflow (WAWF). Procedures for using WAWF are found in DFARS Clause 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Quote Information: The Quote must include Solicitation Number, Business size, Cage Code, and address. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quote using the attached pricing schedule (Attachment 2). Attachment 2 must be fully completed to include the base and all option years and should reflect a firm fixed-price to perform the services identified in the PWS. Quotes shall be submitted and received no later than 19 JULY 2019 at 1600 hours (4:00 P.M.) Alaska Standard Time. Quotes shall be emailed to the primary and alternate points of contact listed below and must be valid for 30 calendar days after closing. Contract Clauses and Provisions The following are contract clauses and provisions which are incorporated by reference. Full Text may be found at https://www.acquisition.gov/FAR. The following apply to this acquisition: PROVISIONS: The provisions at 52.212-1, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition and offeror(s) must include a completed copy with its offer. FAR 52.212-3 can be obtained from http://farsite.hill.af.mil. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at the System for Award Management (SAM) site. If an offeror has not completed the annual representations and certifications at the SAM website, the offeror shall complete paragraphs (c) through (o) of this provision. FAR 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the contract expiration date. FAR 52.217-9, Option to Extend the Term of the Contract, applies to this acquisition. a) The Government may extend the term of this contract by written notice to the Contractor within 10 days of the start of the next option period provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. Local Clause: CONTRACTOR MANPOWER REPORTING The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report all contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address https://www.ecmra.army.mil/login.aspx. The required information includes: (1) Contracting Office, Contracting Officers, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid this reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection costs; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and subcontractors perform work (specified by zip code in the United States and nearest city, country, when in an overseas location, using the standardized nomenclature provided on the website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (per country. As part of this submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the filed on the website. The XML direct transfer is a format for transferring filed from a contractor's systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. Note: Information from the secure website is considered to be proprietary in nature when the contract number and contractor identity are associated with direct labor hours and direct labor dollars.
