SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS TEMPLATE INTRODUCTION The United States Army Pacific (USARPAC) is requesting a software platform that is currently commercially available and currently used in the market and can update annually to conform to the capabilities requested. The result of this market research will possibly contribute to a solicitation through GSA OASIS Pool 1, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured unrestricted. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND REQUIRED CAPABILITIES (USARPAC) is requesting a commercially available software platform that is designed for: risk management, compliance and audit readiness. USARPAC needs to develop an enterprise-level universe of transactions to improve resource monitoring, reduce the number of manual journal vouchers, and allow for better account reconciliation. Under an audit compliance framework geared towards federal agencies; the software needs to: automate manual and repetitive tasks, processes, data imports, and work flow; blend organization-wide data and consolidate disparate information; connect to internal and external data sources; continuous monitoring and repeatable processes; data analytics, prioritization and aggregation; use pre-built templates and frameworks; and display data in easy to create dashboards, reports, and storyboards. The software must be updated annually at a minimum to be current for federal laws and regulations in compliance with Generally Accepted Government Auditing Standards (GAGAS) and the Office of Management and Budget guidance in circulars A-133 and A-123. ELIGIBILITY The applicable NAICS code for this requirement is 541219 with a Small Business Size Standard of $22M. The Product Service Code (PSC) is R710. SUBMISSION DETAILS Your response to this Sources Sought is required as a Capabilities Sheet, shall be electronically submitted to the Contract Specialist, Natalie CP Phillips, in either Microsoft Word or Portable Document Format (PDF), via email (natalie.p.phillips2.civ@mail.mil) no later than 2:00 p.m. Eastern Time on 20 August 2020 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Capabilities Sheet must identify all requirements is the “Required Capabilities”, especially “updated annually at a minimum to be current for federal laws and regulations in compliance with Generally Accepted Government Auditing Standards (GAGAS) and the Office of Management and Budget guidance in circulars A-133 and A-123.” All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
