This is a non-personal services contract for Master Planning professional services support to the 9th MSC. The government will not directly supervise or control the contract service providers. Contract service providers will be accountable to the Contractor, who is responsible to the Government. The Government retains all operational, supervisory, approval, and decision-making authority.
