Notice of Intent The U.S. Army, 413th Contracting Support Brigade, Regional Contracting Office - Hawaii (RCO-HI) intends to award a firm fixed price sole-source [BRM1] contract to Hawaiian Telcom Federal LLC. The proposed contract is in support of U.S. Army Hawaii for the purchase of recurring commercial telecommunication services to include new installations, modifications, relocations and termination of circuits and telephone lines on an as needed basis for Army installations requiring such service within the State of Hawaii which includes, but is not limited to, Tripler Army Medical Center (Oahu), Pohakuloa Training Area (Hawaii), Bradshaw Army Airfield (Hawaii), Schofield Barracks (Oahu), Wheeler Army Airfield (Oahu) and other Army locations. Award will be made in accordance with Federal Acquisition Regulation (FAR) 6.302-1 (b)(3), the procedures at FAR Part 12, Acquisition of Commercial Items, and the procedures at FAR Part 13.5, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. A solicitation may be provided by written request, a solicitation inclusive of CLINs, delivery schedule, and terms and conditions are provided for ease of determining capability; however, a determination not to compete this action based upon responses received is in the sole discretion of the Government. The Government is seeking a Firm Fixed Price services contract to provide recurring commercial telecommunication services to include new installations, modifications, relocations and termination of circuits and telephone lines on an as needed basis for Army installations requiring such service within the State of Hawaii which includes, but is not limited to, Tripler Army Medical Center (Oahu), Pohakuloa Training Area (Hawaii), Bradshaw Army Airfield (Hawaii), Schofield Barracks (Oahu), Wheeler Army Airfield (Oahu) and other Army locations. Services shall be performed in accordance with local, state and federal laws, rules and regulations. The contractor shall provide personnel, management, and any other items and services not government furnished to perform recurring commercial telecommunication services to include new installations, modifications, relocations and termination of circuits and telephone lines on an as needed basis. The contractor shall engineer, design solutions, and perform installations in compliance with Department of Army Regulations, cited standards and guidance to accomplish the task. The process shall identify potential risks, difficulties, design strategies, technical solutions, evaluations, and cost estimates to mitigate or avoid. Offerors are reminded to carefully review solicitation documents (when available) for further details related to this effort. It is the Offeror’s responsibility to monitor the www.sam.gov website for any changes to the solicitation and all amendments. Proposals must be submitted on or before the close date noted in the solicitation.
