The U.S. Army, 413th Contracting Support Brigade, Regional Contracting Office - Hawaii (RCO-HI) intends to award a firm fixed price single-source contract to Conrad Embroidery Company (22Ab Emblem Dr., Weaverville, NC 28787). The proposed contract is in support of U.S. Army Alaska for the purchase of unit patches utilizing a new insignia as part of the designation and activation of the 11th Airborne Division. IAW AR 672-8, manufacturers must obtain a certificate of authority from the Institute of Heraldry (TIOH) to manufacture heraldic articles including insignia. Conrad Embroidery Company is the only manufacturer that has received the certification letter from TIOH for the new design. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b), the procedures at FAR Part 12, Acquisition of Commercial Items, and the procedures at FAR Part 13, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. A solicitation may be provided by request. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The North American Industry Classification System (NAICS) code - 314999 All Other Miscellaneous Textile Product Mills with a size standard of 500 employees applies to this announcement. This notice is posted for informational purposes only and is not a request for competitive offers. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. This is not a request for competitive quotes; however, all quotes received in writing within the request for quote due date of this notice will be considered by the Government.
