(vi) DESCRIPTION OF REQUIREMENTS: Contractors shall review the PWS, Annex, Technical Exhibits for the full description of requirements. This contract is a non-personal services contract to provide snow/ice removal from sidewalks and pathways, as well as lawn maintenance services at various locations for the Child/Youth Service (CYS) Facilities on Fort Wainwright, Alaska (AK). The Contractor shall ensure that all work accomplished in accordance with (IAW) the Performance of Work Statement (PWS) meet or exceed all maintenance and repair standards, are consistent with the original equipment manufacturer’s recommendations, all applicable Federal, State, and local laws, regulations, and directives to include but not limited to applicable publications listed in PWS Section 7.0, Related Documents. The Contractor shall remove snow and ice/hard-pack from sidewalks and pathways to maintain clear and safe passage for pedestrian traffic/crib evacuation and provide lawn maintenance service to turf areas to maintain an attractive, well-groomed appearance for the CYS facilities located on Fort Wainwright, AK. Snow removal and ice removal from the sidewalks of Child/Youth Service Facilities will be required before and during facility hours of operation throughout the duration of the service contract. Lawn mowing and maintenance services to turf areas of Child/Youth Service Facilities will be required after facility hours of operation throughout the duration of the service contract. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The expected Period of Performance for this effort is: Base Period: 20 June 2022 – 19 June 2023 Option Period One (1): 20 June 2023 – 19 June 2024 Option Period Two (2): 20 June 2024 – 19 June 2025 Option Period Three (3): 20 June 2025 – 19 June 2026 Option Period Four (4): 20 June 2026 – 19 June 2027 Place of performance for the effort: The work to be performed will be throughout the entire area occupied by Fort Wainwright, Alaska (AK) CYS facilities, and at any pertinent locations in and around CYS Facilities. Map(s) of facilities and requirements are located at the Technical Exhibits (TE) #3A through #3I. Building requirements are B3414, B4109, B4166, B4024, B4176 for snow/ICE; and B4109, B4166, B4024, B4176 for lawn/vegetation services. (viii) OFFEROR INSTRUCTIONS The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services (NOV 2021), applies to this acquisition. The Government intends to award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation is the most advantageous offer to the Government as defined in the ‘EVALUATION FACTORS FOR AWARD’ Section below. A complete quote must be received for consideration. The Government may NOT consider a quote acceptable if quote fails to address or follow instructions set forth in the RFQ. The Government may consider quotes that fail to address or follow all instructions to be non-responsive and ineligible for contract award. Formatting Requirements: Submit quotes in electronic PDF format. A complete quote includes a response and submission to each of the following: 1. General Information: Offeror Business Name, Address, Cage, and DUNS Codes (ensure Representation and Certifications are up to date in SAM.gov), Business Size and Type of Small Business based on applicable NAICS Code as provided above, Federal Tax ID, Primary Point of Contact (to include telephone and e-mail address) and provide a GSA contract number if some or all items proposed are on the GSA schedule. Offerors must include a completed copy of the provision at 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Products and Commercial Services—Alternate I (NOV 2021), with its offer. 2. Past Performance: The Offeror shall complete and return Attachment 1 – “Reference Information Sheet” with relevant work experience performed within the last three (3) years for snow/ice removal and grounds maintenance or similar history. As a minimum, at least one sheet shall be completed and provided with the Offeror’s quote. The Government may contact references identified on the Reference Information Sheet to validate responses, and/or to determine or substantiate customer satisfaction with an Offeror’s performance. Sources other than those identified by the Offeror may be contacted by the Government in the evaluation of an offeror’s past performance experience. The Government may use any source to obtain data and information concerning an Offeror’s past performance and experience and consider all information obtained for evaluation and past performance assessment purposes. Past Performance shall describe the recency, relevancy and quality of past work efforts as it pertains to current and completed contracts which the Offeror considers relevant to demonstrate their ability to perform the proposed contract effort. Quality of past work efforts will be demonstrated by assessing quality of services, customer satisfaction, timeliness of performance, and business relations. 3. Price Quote: Submit complete pricing for each CLIN listed in Section(v) above to include the unit price and the extended price for each line item and a total price in US Dollars ($). All options must be priced; partial quotes will not be accepted. Additional Requirements: (ix) Evaluation Factors for Award: In lieu of the provision at 52.212-2 Evaluation-Commercial Products and Commercial Services, the specific evaluation criteria are as follows: **Basis for Award: The Government intends to award a firm fixed price contract resulting from competitive quotes received in response to this solicitation, to the most advantageous to the Government responsible Offeror, whose quotation conforms to the requirements listed in the RFQ, who is registered in the System for Award Management (SAM) at the time of offer submission; however, the Government reserves the right to award no contract at all, depending on the quality of quotes submitted and/or availability of funds. The award decision will be based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer. In order to arrive at the best value determination, the Government reserves the right to resolve quote deficiencies with one, some, or all offerors at its discretion. Additionally, the responsive quote will be evaluated for a fair and reasonable price. The award decision will be based on the best value quote that is determined to be the most beneficial to the Government with appropriate consideration given to the following evaluation factors: Past Performance and Price. The specific evaluation criteria included are Past Performance and Price as defined below: Factor I – Past Performance : The Government will evaluate Past Performance which is considered relevant in assessing an Offeror’s organizational experience. Experience is the opportunity to learn by doing. An Offeror’s experience is relevant when it has been confronted with the kinds of challenges it will likely face under the contract contemplated by this RFQ. This evaluation will consider the breadth, depth and relevance of offeror’s work performed on Government and/or commercial contracts in those key areas outlined in the PWS. Relevance may include but is not limited to similarity to work contemplated under the RFQ with respect to complexity, length of performance, number of tasks, scope, type of work, and value. Offeror’s past performance as indicated in the OFFEROR INSTRUCTIONS Past Performance (Para 2) Section above, will be reviewed to assess past work efforts which demonstrate their ability to perform the proposed contract effort. The Government will focus its inquiries on the Offeror’s record of performance as it relates to all RFQ requirements. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Each Offeror’s past performance will be assessed and rated based on relevant past performance history. Relevant past performance within the last three (3) years is considered experience with snow/ice removal and grounds maintenance or similar history. In the case of a Offeror without a record of relevant past performance history, the Offeror will receive a neutral rating for this evaluation. The Government may use data provided by the Offeror in its quote, and any other data obtained from other sources including but not limited to data in Government files, Contractor Performance Assessment Reporting System (CPARS), Supplier Performance Risk System (SPRS), Federal Awardee Performance and Integrity Information (FAPIIS), or through interviews or surveys conducted with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services as compared to requirements stated in the RFQ. The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all the information available. Factor II – Price: Price will not be formally scored or rated. The Government will evaluate the total price to determine if it is fair and reasonable. The price quote shall include a unit price for each item and a total firm-fixed-price for all line items. The total firm-fixed-price shall include all applicable taxes. All contract line item (CLIN) pricing must be complete and accurate. Each Offeror is required to provide complete pricing for each CLIN identified. Furthermore, prices will be assessed IAW FAR 13.106-3 for fair and reasonableness. The lowest priced quote acceptable for award purposes will be the combined total of the base year and all options periods. If competitive quotes are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness. Options. Offerors are advised that the option to extend services clause at FAR 52.217-8 is included in this solicitation and will be included in the awarded contract. During the evaluation of offers, the Option to Extend Services (FAR 52.217-8) will be evaluated in accordance with FAR provision 52.217-5. The Government will evaluate its option to extend services (FAR Clause 52.217-8) by adding one-half of the Offeror’s proposed price for the option period to the total proposed amount. Thus, the Offeror’s total price for the purpose of evaluation will include the 60-month contract term and one-half of the last option period. Offerors will not propose a price for the six-month period. The extension of services clause will be exercised only if necessary, utilizing the negotiated rates of the preceding period. Evaluation of options shall not obligate the Government to exercise the option(s). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Unbalanced pricing. Offerors are cautioned against submitting a quote that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line item is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government. Notice: Any offer rated “unacceptable” under any one of the above factors may be determined to be ineligible for contract award. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. (End of clause) 52.217-9 Option to Extend the Term of the Contract (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 3 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months. Small business concern, as used in this clause— (1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation. (2) Affiliates, as used in paragraph (a)(1) of this clause, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103. (b) Applicability. This clause applies only to- (1) Contracts that have been totally set aside for small business concerns; and (2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F). (c) General. (1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. (b) SPRS collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier’s performance history by Federal supply class (FSC) and product or service code (PSC). The SPRS application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased. (c) The quality and delivery classifications identified for a supplier in SPRS will be used by the contracting officer to evaluate a supplier’s past performance in conjunction with the supplier’s references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government. (d) SPRS classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the SPRS User’s Manual found at 1ttps://www.sprs.csd.disa.mil/reference.htm. Contractors are granted access to SPRS for their own classifications only. Suppliers are encouraged to review their own classifications, the SPRS reporting procedures and classification methodology detailed in the SPRS User's Manual, and SPRS Evaluation Criteria available from the references at https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf. The method to challenge a rating generated by SPRS is provided in the User’s Manual. Interested parties must submit an email to confirm their attendance no later than 12 Noon HST on 08 May 2022 to the RFQ POC below. Email should: 1) State your company’s intention to attend the site visit, and 2) Provide the individual’s name (limit 2 attendees per company), phone number and company name. The Government personnel conducting the site visit/tour are not authorized to answer any questions.
