1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii (HI) has a requirement for emergency response and repair of high voltage system services... 1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii (HI) has a requirement for emergency response and repair of high voltage system services. This requirement is for various U.S. Army Installations on the island of Oahu, Hawaii and Big Island, Hawaii. 2) Background: This is a new firm-fixed price requirement. 3) Contract Set aside: This action will be set-aside to 100% small business. 4) Contract Type and Period of Performance: The Government intends to award a Firm Fixed Price (FFP) Requirement contract with Period of Performance of 1 April 2021 – 31 March 2024. This acquisition will be solicited under National American Industry Classification system (NAICS) code 238210 Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $16.5M. 5) Quotes shall be submitted electronically via e-mail to Contract Specialist identified below. Faxed quotes will not be accepted. Quotes must be received by the contracting office on or before the solicitation closing date and time stated under Block 8 of the SF 1449 Solicitation/Contract/Order for Commercial Items. Local time is Hawaii Standard Time (HST). It is the responsibility of the contractor to ensure quotes are received and acknowledged by the Contract Specialist on or before the closing date of March 13, 2021 at 8:00 AM. 6) No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of any amendments to this solicitation. Any/all amendments will be posted and available for viewing and downloading on BetaSAM. Potential vendors are encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received. 7) All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Part of the purpose of this sources sought is to identify small business companies capable of performing the requested services. Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. Contractors shall include any relevant comments about the Attachment(s) if applicable. SCOPE: Services of this requirement shall be performed with strict adherence to Federal, State, and Local regulations pertaining to high voltage services. Period of Performance: The anticipated period of performance is December 1, 2020 to November 30, 2021. One option period is anticipated to be included in the solicitation.
