The purpose of this pre-solicitation notice is to notify that Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office - Hawaii (RCO-HI) plans to solicit offers for solid waste management services at Pohakuloa Training Area (PTA) and Kawaihae Dock (K-Dock) on the (Big Island) of Hawaii under solicitation W912CN-19-Q-0062. The Government intends to award a Firm Fixed Price (FFP) Requirements contract with Period of Performance (POP) for the base year and four (4) one-year option(s). The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) offer. The contractor is responsible for providing services in accordance with the Performance Work Statement (PWS), and adhere to all local, and Federal regulations for solid waste management services. This action is a 100% Small Business set-aside. The applicable National American Industry Classification system (NAICS) code is 562111, Solid Waste Collection, with small business size standard of $38.5 million. The solicitation notice and any/all amendments will be posted and available for viewing and downloading at Federal Business Opportunities at www.fbo.gov. Potential offerors are responsible for monitoring this site for release of the RFQ package and any amendments. Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received. No paper copies will be issued. All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract. Contractors shall ensure SAM registration is active.
