Notice of Intent The U.S. Army, 413th Contracting Support Brigade, Regional Contracting Office - Hawaii (RCO-HI) intends to award a firm fixed price contract. The proposed contract is in support of Netcom 311th for the installation of 1 split AC unit. Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and the procedures at FAR Part 13, Simplified Acquisition Procedures. The purpose of this notice is to satisfy the requirements of FAR subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. A solicitation may be provided by written request. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The North American Industry Classification System (NAICS) code – 238220 Plumbing, Heating, and Air Conditioning Contractors with a size standard for this code at $19M applies to this announcement. STATEMENT OF WORK (SOW) FOR Air Conditioning Unit Replacement – Building 515 (Ft. Shafter) DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to install new Ductless Split Air Conditioning Unit(s), Controller, plumbing, and electrical wiring in the conference room of Building 515 on Fort Shafter, Hawaii. PERIOD OF PERFORMANCE: Performance period for this contract will be no more than five (5) days from the date of award and will run continuously for three (3) months. SPECIFIC REQUIREMENTS: Remove three (3) each existing window units. Install new window coverings inside and outside of window. Install a new electrical panel, new fasteners, hardware, piping, electrical wiring, electrical conduit, electrical circuit breaks, electrical main switch, and other materials or supplies. Install new electrical lines, junction box, electrical outlets, and electrical covers. Install new plywood covering for all window units removed, seal and paint to match existing wall color. Provide lift equipment to gain access to 2nd Floor exterior window. Install two (2) each 30,000 BTU Mitsubishi Split System air-conditioning units or two cassettes with one condenser unit, to include providing controllers for each unit. Install new condensers on stainless steel supports. Provide corrosion coating on condenser coil and cabinet. Install new refrigerant piping in Inaba pipe covers for all exterior piping. Provide new power and control wiring for all new equipment installed. Provide N4X Disconnect Switches for each Condensers. Dispose of all removed equipment and materials. Test all new piping, evacuate system, and start-up unit to ensure proper running operations. Add new refrigerant as needed. All work to be performed according to current established industry standards including National Electrical Codes IEEE and OSHA 1910.304(b)(3)(ii)[A][B][C]] & and OSHA 1910.304(b)(3)(ii)[C][4]]. GENERAL INFORMATION: HOURS OF OPERATION: The Government facility office hours are 0800 to 1700 Monday through Friday except U.S. federally recognized holidays. U.S Holidays: Work shall not be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively. New Year’s Day January 1st M. L. These are typically combined with regular holiday leave schedules (for example, Christmas half days or day-on/day-off schedules). Training holidays may affect access to military operated facilities. If scheduled work or access to facilities is required, coordination with occupants will be necessary or the work in affected facilities shall be rescheduled after the training holiday. However, announced training holidays or exodus of military personnel may provide the Contractor with an opportunity for unrestricted access to facilities and areas. The Contractor shall take full advantage of such opportunities by planning maintenance or actions that are better accomplished when such areas are vacant. Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander. Removing objects from refuse for personal use is unauthorized. Contractor Personnel may request items through unit designee. Violations are grounds for termination. Security Requirements: Contractor shall adhere to current installation security policies. Installation Access: Access to U.S. installations, buildings and controlled areas is limited to personnel who meet security criteria and are authorized Failure to submit required information/data and obtain required documentation or clearances will be grounds for denying access to U.S. installations, buildings and controlled areas. The Contractor shall ensure that any subcontractors used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any subcontractor utilized by the Contractor, are made aware of and comply with these requirements. The Contractor shall be aware of and comply with the requirements associated with Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firm’s failure to comply with Installation Access Control System (IACS) processing requirements. Post-Award Conference/Periodic Progress Meetings: The Contractor shall attend any post award conference convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the Contracting Officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. The Contractor shall attend, participate in, and furnish input to scheduled and unscheduled meetings, conferences, and briefings that relate to the functions and services herein as required by the Government to provide effective communication and impart necessary information. The Contract Manager or designated representative shall attend meetings as requested by the Government. Meeting attendees shall at times include Contractor managerial, supervisory, and other personnel knowledgeable of the subject matter. Meetings may start or end outside of regular duty hours. Contractor Identification Badges: Contractor personnel shall be easily identifiable through the display of badges IAW Contractor Identification (AE Reg. 27-715 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities, or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
