Amendment # 2 The purpose of this amendment is to revise the following items: 1. Extend the requested lease period from 12 August 2020 through 30 October 2020 to 12 August 2020 through 14 November 2020. 2. Remove the requirement for a crane for on/off loading of modules at delivery location. Supported unit will provide the appropriate crane asset for on/off loading. All other terms and conditions remain the same. Amendment # 1 The purpose of this amendment is to change the required no later than delivery date from 7 August 2020 to 12 August 2020. All other terms and conditions remain the same. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. W912CN-20-Q-S004 is issued as an invitation to Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. The North American Industry Classification System (NAICS) Code for this acquisition is 532490 – “Other Commercial and Industrial Machinery and Equipment Rental and Leasing”. The size standard is 35 (millions of dollars). It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. This acquisition is set as full and open and is unrestricted. Description of Requirement: The 545TH Transportation Detachment, 8TH Theater Sustainment Command at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii, has a requirement for the lease of two (2) Off Shore Portable Accommodation Modules from 12 August 2020 to 14 November 2020. Each module requested is required to accommodate a minimum of 12 occupants each. The required modules must be capable of attaching to the deck surface of a U.S. Army Logistics Support Vessel (LSV), and meet all specifications as outlined in the attached salient characteristics. Photos of the LSV’s electrical, fire, and PA panels are attached to provide further understanding of additional material needed to ensure successful installation of the models to the vessels. The required delivery date of the modules to PBPHH is no later than 12 August 2020. The delivery location is as follows: 545th Transportation Detachment, Building 648, Bishop Point, Pearl Harbor, HI 96860. Offeror must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov. Regional Contracting Office – Hawaii (RCO-HI), 413TH Contracting Support Brigade is searching for vendors who provide lease and installation support options for Offshore Portable Accommodation Modules. The requested leased units will need to accommodate between 8-12 individuals per unit, and include appropriate internal power generation configuration, climate control capabilities, and an appropriate wet area for all occupants. The Offshore Portable Accommodation Modules must meet all applicable safety requirements for installation on a U.S. Army Logistics Support Vessel (LSV). Proposed delivery and installation location of the leased units is at Joint Base Pearl Harbor-Hickam, Oahu, Hawaii. Delivery and installation of leased units would be required no later than 14 August 2020. As part of its market research, RCO-HI is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes. This Sources Sought is only for the purpose of identifying potential sources as part of RCO-HI market research. No Solicitation exists; therefore, do not request a copy.
