1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii (HI) has a requirement to provide Family Advocacy Program support services to US Army Installations on Oahu, HI. The contractor shall furnish qualified professional, managerial, administrative, supervisory, and support personnel necessary to ensure that comprehensive community education and training preventive services including primary, secondary and tertiary prevention services, related to the primary risk factors for maltreatment and neglect, are provided in support of the Army Family Advocacy Program (FAP), Army Community Service (ACS), Directorate of Family, Morale, Welfare, and Recreation (DFMWR), and U.S. Army Garrison, Hawaii. 2) Background: This is a follow-on procurement for firm fixed price contract number W912CN-16-C-0017, awarded to Choctaw Professional Resources Enterprise. The current contract expires on 24 Sep 2019. 3) Contract Set aside: This action will be set aside 100% to Small Business. The NAICS code for these services is 624190 - Other Individual and Family Services. Contract Type and Period of Performance: The Government intends to award a Firm Fixed Price (FFP) contract with Period of Performance for the base year, 25 Sep 2019 to 24 Sep 2020 with four (4) one year options, identified below: Base: 25 Sep 2019 - 24 Sep 2020 Option 1: 25 Sep 2020 - 24 Sep 2021 Option 2: 25 Sep 2021 - 24 Sep 2022 Option 3: 25 Sep 2022 - 24 Sep 2023 Option 4: 25 Sep 2023 - 24 Sep 2024 4) RCO-HI anticipates issuing Request for Quote (RFQ) W912CN-19-Q-0048 on or about 15 Jun 2019 or earlier. Please note these dates are subject to change. Potential offerors are responsible for monitoring this site for release of the RFQ package and any amendments. The RFQ and any/all amendments will be posted and available for viewing and downloading on Federal Business Opportunities (FBO.gov). Upon release of the RFQ, potential vendors will be encouraged to submit questions and/or recommendations regarding the terms and conditions of the RFQ and/or the associated documents. All timely submissions will be reviewed and the final RFQ may contain changes as a result of any input received. 7) No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation. 8) All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract.
