1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii (HI) has a requirement for grounds maintainence and custodial services for the 9th MSC H... 1) The Army Contracting Command, 413th Contract Support Brigade (CSB), Regional Contracting Office (RCO) Hawaii (HI) has a requirement for grounds maintainence and custodial services for the 9th MSC Headquarters, located at the US. Army Reserve Center located in American Samoa. The contractor shall perform to the standards in the contract and adhere to all local, and Federal regulation for grounds maintainence and custodial services. 2) Background: This is a new firm-fixed price requirement. 3) Contract Set aside: This action will be set aside 100% to Small Business. 4) Contract Type and Period of Performance: The Government intends to award a Firm Fixed Price (FFP) Requirement contract with Period of Performance of August 1, 2019 to July 31, 2024. This acquisition will be solicited under National American Industry Classification system (NAICS) code 561730 Landscaping Services. The small business size standard is $7.5 million. 5) No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation. 6) All prospective vendors shall be registered in the System for Award Management (SAM) to be eligible for award of a contract. Contractors shall ensure SAM registration is active. The official SAM website is https://www.sam.gov/portal/public/SAM/. 7) Quotes shall be submitted electronically on the FBO website or via e-mail to the Contract Specialist identified below. Faxed quotes will not be accepted. Quotes must be received by the contracting office on or before the solicitation closing date and time stated under Block 8 of the SF 1449 Solicitation/Contract/Order for Commercial Items. Local time is Hawaii Standard Time (HST). It is the responsibility of the contractor to ensure quotes are received and acknowledged by the Contract Specialist on or before the closing date of Friday, June 7, 2019 at 11:00 AM. 8) Questions regarding this solicitation shall be submitted in writing via e-mail to the Contract Specialist at liane.leong.civ@mail.mil within 10 days after the date specified in Block 6 of the SF 1449.

This is a Sources Sought Notice For Grounds and Custodial Services in American Samoa (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by Regional Contracting Office, Hawaii. The NAICS code identified for this requirement is 561730 Landscape Care and Maintenance Services. The requirement is detailed in the Performance Work Statement Draft section of this document. (e) Cursory market research has identified several businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Liane Leong at liane.leong.civ@mail.mil. Part of the purpose of this sources sought is to identify small business companies capable of performing the requested services. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. Contractors shall also identify any Federal Supply Schedules that may carry the desired services. Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. Contractors shall include any relevant comments about the Attachment(s) if applicable. SCOPE: Services of this requirement shall be performed with strict adherence to Federal, State, and Local regulations pertaining to the grounds and custodial services. Period of Performance: The anticipated period of performance is August 1, 2019 to July 31, 2024. Four option periods are anticipated to be included in the solicitation.
