This is a synopsis notification. No solicitation or Invitation for Bid (IFB) is currently available. The 413th Contracting Support Brigade, Regional Contracting Office, Hawaii (413th CSB, RCO-HI), intends to solicit proposals by Invitation for Bid (IFB) for a single award, firm-fixed price (FFP) construction contract. The period of performance will consist of a 12-month base period (Estimated performance commencement date of 1 November 2019) and two 12-month option periods to extend the term of the contract. The objective of this procurement is to Furnish all labor, equipment, materials, management, supervision, tools, transportation and services required to furnish all labor, materials, equipment, supervision, and other incidental items to perform painting and related work at various Army installations on the island of Oahu, Hawaii. This requirement will be a competitive 100% set-aside for 8(a) firms located within the geographical area serviced by the SBA Hawaii District Office and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and with the assigned NAICS code 238320. At the time that an offeror submits its bid, it must represent to the Contracting Officer that it is a Total Small Business concern under the North American Industry Classification System (NAICS) 238320 Painting and Wall Covering Contractors with the small business size standard of $15.0 million. Product or Service Code is Z2AA. The magnitude of the requirement is between $5,000,000 and $10,000,000. No Solicitation or Invitation for Bid (IFB) is currently available. The IFB will be available for download on or about June 5, 2019. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website located at https://www.fbo.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the IFB and for monitoring the website for possible amendments and/or additional information. Bid submissions will be due on or about July 5, 2019. Actual bid due date will be specified in the IFB. Award will be made to a responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. At the time an offer submits its offer the offeror must be registered within the SAM database in order to receive an award for this procurement.
