Question: We are currently in negotiations with our Subcontractor, REDACTED, for bringing together all documents that need to be submitted for a correct Quote/Proposal. They stated toward us that they are not capable of publishing any information asked in Attachment 4 Reference Information Sheet due to this information being part of non-disclosure agreements between them and their customers. REDACTED is furthermore the manufacturer itself of some of the Cranes in the USAG Wiesbaden, on which they are willing to work as a Subcontractor of us for Maintenance. Also, they already provide Maintenance&Repair services in the USAG Baumholder and stated that none of such information was asked for or submitted for the Solicitation in Baumholder. In this context, does not completing the Reference Information Sheet constitute an obstacle for successful bidding? We can provide other types of Reference Information but REDACTED is not willing to publish information as asked in the Attachment4 Reference Information Sheet. Answer: Per Section 5.4.6 of ADDENDUM TO FAR 52.212-1 “The offeror shall submit an individual Reference Information Sheet (Attachment 4) for a minimum of two (2), but no more than four (4) reference contracts that are recent and relevant as defined below, that clearly shows that the Offeror has provided services relevant and recent to those required in the PWS.” This information is related to the OFFEROR’s experience in providing the relevant services and is required as part of subfactor 4 to demonstrate recent and relevant experience. Amendment 0001 corrects an administrative typographical error in the addendum to FAR 52.212-1 section 5.4.6, which mentions "Elevators" where it should have stated "cranes". This correction can be found in the attached solicitation amendment. The due date for the solicitation remains unchanged. This is a requirement for non-personal services for maintenance and repair of Cranes and Mobile Lifts consisting of all required system inspections, repair and, if needed, replacement of parts listed on the attached inventory lists. United States Army Garrison Wiesbaden, Germany has to ensure that all the mechanical and electrical equipment (fixed or freestanding) listed in the attachments is maintained or repaired in accordance with established commercial standards and the performance standards and life safety standards as specified within this solicitation.
