In addition to feedback on the content of the draft RFP, the U.S. Government is interested in industry feedback on the following: The Government is exploring if range pricing would be more cost-efficient than the current approach (see pricing attachment). The current pricing arrangement requests a single unit price for all orders, regardless of order size, from the minimum to maximum order limitations. Please provide the following: Explain if you believe range pricing could benefit you and the Government. Provide a model showing your quantity breaks and ranges in gallons. The Government prefers a limited number of quantity ranges to simplify contract administration. Let us know if different kit sizes (3 gallon, 1.5 gallon, 3 pint, 10x200ml) have different quantity breaks. The solicitation currently includes a provision for a minimum order of 10 gallons to allow flexibility in ordering. In an effort to balance flexible ordering with cost efficiency, the Government is requesting more information regarding your plan for accommodating small orders: a. What is your minimum batch size in gallons? b. How many gallons per year need to be ordered to efficiently allocate your fixed costs? c. What is the smallest cost-efficient order size? d. How do you plan to accommodate small volume orders (~10 total gallons per order)? Do these orders result in excess material or other waste? e. Are there any other pricing concerns or issues the Government should be aware of? 4.
