The purpose of this contract is for the contractor to provide corrosion engineering and logistics technical, analytical, programmatic, research, technical assistance, testing, training, and technical writing support for the United States (U.S.) Army’s Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVCS) and Tank-Automotive and Armaments Command (TACOM) Corrosion Prevention and Control (CPC) Program. The contractor shall provide independent analysis and assessment of TACOM’s CPC Program to help administer the CPC Program for corrosion prevention, detection, and mitigation practices during sustainment and in support of DEVCOM’s technical objectives. The contractor, as an independent contractor and not as an agent of the Government, shall provide engineering and logistics analytical support to include field assessments, inspection, technology assessment, demonstration, testing, technical assistance, technical writing, material, engineering changes, acquisition support, video production, research , and statistical analysis services to DEVCOM’s Materials, Environmental, Coatings and Corrosion Team and other Department of Defense (DoD) agencies to execute assigned programs and functions. These programs and functions support the DoD CPC program, Corrosion Engineering Support for ground and watercraft systems managed by Program Executive Office Combat Support and Combat Service Support (PEO CS and CSS), PEO Ground Combat Systems (GCS), and Life Cycle Sustainment support for the TACOM Integrated Logistics Support Center (ILSC). The contractor shall furnish all supplies, equipment, laptops, facilities, material and services.

Synopsis The US Army Futures Command, Combat Capabilities Development Command, Ground Vehicle Systems Center (AFC DEVCOM GVCS) desires to procure a small business set-aside, competitive contract for corrosion engineering-related logistics, technical, analytical, programmatic, research and development, testing, and technical writing support for the AFC DEVCOM GVCS and TACOM Life Cycle Management Center (LCMC). The Projected Period of Performance is one base year with four option years. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound by this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition has been determined to be 541330. Services to be provided include: • Platform specific corrosion problem resolution for fielded Army Ground Equipment and watercraft, including Engineering Change Proposals (ECPs) and Modification Work Orders (MWOs). • A traveling assessment team to collect and analyze statistically representative corrosion trend data from fielded vehicles by variant, build date, geographic location, and across the entire vehicle population. • Analysis, development and validation of corrosion related commercial and military specifications and standards, Commercial Item Descriptions (CIDs), Technical Manuals (TMs), Technical Bulletins (TBs), and Engineering Drawings. • Identification of corrosion, mold, and mildew mitigation solutions relevant to tactical and combat military vehicle depot rebuilders, field maintainers, and PM life-cycle managers. • Corrosion control programmatic support, training, and technical assistance to provide acquisition program, project, and life-cycle managers with guidance for developing and implementing a corrosion prevention and control program for DoD weapon systems and infrastructure. • Field audits of Corrosion Repair Facilities (CRFs) and depots. • Research, development, testing, and engineering projects and programs regarding corrosion prevention and control technologies for fielded weapon systems and new acquisition systems. • Identification of appropriate test protocols, execution of testing, collection and evaluation of data, and identification of corrosion prevention products on Army and USMC Ground Equipment, including periodic exposure, inspection, analysis, reporting, and addition and removal of test articles at the TARDEC Corrosion Test Site at Cape Canaveral Air Force Station (CCAFS). • Demonstration/validation plans and testing of corrosion prevention products on-the-lot, in the motor-pool, at depots, or done in conjunction with Original Equipment Manufacturers (OEMs). • Written and video training materials, including video production involving planning, script writing, storyboard development, casting, filming location determination, scheduling, filming, editing, etc.
