An amendment to the Solicitation is forthcoming. The Solicitation will be extended via the amendment for approximately one week. ------ This solicitation is for a non-personal services contract to provide Cost Analysis Support (CAS) services for the Program Executive Office Combat Support & Combat Service Support (PEO CS&CSS), as well as Program Executive Office Ground Combat Systems (PEO GCS) and other organizations as specified. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government, regardless of the performance location. The PWS for this solicitation applies to services in the areas of cost, economic, and technical analyses of weapon system programs, acquisition programs, investment activities, and other sustainment/support workload efforts of the Department of the Army (DA), Department of the Navy and United States Marine Corps (USMC) within the DoD. Services will consist of cost, economic, and technical analysis for combat weapon systems, combat support and combat service support systems, information management systems, as well as associated acquisition and financial management reporting and data analytics. The intent is to award a single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract on a competitive, Small Business Set-Aside (SBSA) basis. Evaluations will utilize Best Value Tradeoff Source Selection procedures, which will include Experience and Price as evaluation factors with Experience being significantly more important than Price.
