USACE Tulsa District seeks a Progressive Design-Build team under Other Transaction Authority for the FY28 KC-46A Aircraft Beddown Infrastructure Program at Altus Air Force Base, Oklahoma. This $235M consolidated capital program will modernize infrastructure to support the 97th Air Mobility Wing’s transition from KC-135 operations to the KC-46A Pegasus while sustaining legacy fleet training and maintenance. Work includes three primary facility complexes—a KC-46A Aircraft Maintenance Hangar, a KC-46A Multipurpose Hangar for corrosion control and open-tank fuel cell maintenance, and KC-46A Simulator Facility Phase 4—plus associated airfield civil site infrastructure. The competitive selection process uses Step 1 Statements of Qualifications to down-select up to three design-build teams for Step 2 pitch presentations, after which one firm will be selected for initial design and preconstruction services with a modification for design completion and construction award. The resulting Firm-Fixed-Price agreement covers post-award Phase 1 design and preconstruction services and Phase 2 final design and construction, with FFP milestones agreed as design progresses and funds become available.
