Pre-solicitation Notice For Repair Building 1956 and Replace HVAC Sheppard AFB, Texas This is a PRE-SOLICITATION NOTICE for the construction project consisting of the repair of building 1956 and replacing the HVAC at Sheppard Air Force Base, Texas. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a contract for the repair of building 1956 and replacing the HVAC at Sheppard Air Force Base, Texas. The proposed project will be a competitive, firm-fixed price, two-phase sealed bid contract procured in accordance with FAR 14. Project Description: Repair, replace and improve building systems of a 67,000 square foot facility, including fire suppression, plumbing, HVAC and electrical, and repair damage to interior elements, surfaces and finishes. Maintain the existing HVAC ductwork and replace only wetted insulation. Add HVAC fault detection and diagnostics when replacing controls to include added temperature monitoring. Replace all wet piping and restore to a comparable system with freeze protection. Make only minor repairs to select features of the fire alarm/mns system as directed. Demolish 14 existing jet fuel pumps located in inside various classrooms and install a new fuel pump by existing outside fuel tank. Background: Subsequent to record freezing temperatures for days in late February 2021, Building 1956 suffered significant flooding damage due to failure of the existing HVAC system and breakage of fire suppression piping. HVAC system was installed in 2007 and heating system dates to approximately 1993. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude of construction for this project is between $10,000,000 and $25,000,000. The North American Industry Classification System code for this procurement is 236220, which has a small business size standard of $39.5M. This requirement will be solicited as a Small Business Set-Aside. Estimated duration of construction of this project is 270 calendar days. Anticipated solicitation issuance date for Phase 1 is on or about 14 September 2022, and the estimated proposal due date will be on or about 14 October 2022.
