SOURCES SOUGHT SYNOPSIS For 480-Volt Switchgear and Distribution Panel Replacement including all Power And Control Conductors / Cables At Fort Gibson Powerhouse, Fort Gibson, OK This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will be notified of the results of the evaluation upon request. The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a contract for a replacement 480-Volt Switchgear and Distribution Panel and all power and control cabling at Fort Gibson Powerhouse. Proposed project will be a competitive, firm-fixed price, Stand-Alone construction contract procured in accordance with FAR 15, Negotiated Procurement using “Lowest Price, Technically Acceptable” process. The type of set-aside decisions to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition of responsible firms. Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of procuring, manufacturing, supplying, and delivering and installation of an all-new 480-Volt Switchgear and Distribution Panel complete including all new power and control cables in various sizes, lengths and types, see the enclosed figure 1. All Equipment, Material and Supplies, Labor, Accessories and Ancillary items shall be provided, installed, tested and commissioned at Fort Gibson Dam Powerhouse. For additional information, a more detailed project description below. STAND ALONE ACTIONS In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $1,000,000 and $5,000,000 Estimated duration of the contract is 360 calendar days. Minimum Contractor capabilities, personnel, experience and capacities required include: The Contractor shall provide specialty equipment, the 480-volt switchgear and distribution panel, and fabrication and/or procurement of materials (power and controls cables) and appurtenant supplies following the contract documents including plans, specifications, details, etc. Minimum equipment supplied and installed is a new 480-Volt switchgear and power distribution panel as shown and noted. Minimum materials and supplies include all new power and control cables, conduit, trays, enclosures and appurtenances as shown and noted. All labor, installation, demolition and removal of existing panel and enclosures, breakers, cables, appurtenances. The contractor shall also provide supervision, safety, quality assurance, submittal provision and submittal of products and equipment, project coordination, testing, commissioning, as-built CAD drawings and comprehensive O&M manuals. Environmental requirements shall include lead base paint and asbestos removal and abatement. Collateral work and appurtenances will include concrete housekeeping pad(s), removal and relocation of existing room lighting, repair of incidental surface damage such as to concrete floors or walls or metal or non-metal walls, repainting of surfaces involved in the project and sheet metal insulated and drained drip plans. Project criticality items include key project progress coordination, outage planning and responsiveness. Since this project has critical completion, timeline minimization of outages for changeover from existing breakers / panels to new equipment is highly critical because this location is a control nexus for other hydropower plants. The contractor shall plan and implement the construction to minimize outages and downtime of the plant during cutover and reconnection of items from transformers, breaker, controls, sensors, etc. The maximum allowable downtime shall be 48 hours over a weekend and outages shall be submitted for approval to the Government 14 days before the proposed outage. Outages may be disapproved or changed based upon the requirements of the Government to produce electrical power. A complete and comprehensive project schedule shall be generated by the contractor and shall be reviewed and approved by the Government. Contractor Experience Requirements: Due to project complexity and criticality, the contract shall be required to show proof and provide fully contactable references with successful completion of at least 2 projects of the same type, complexity, criticality, and cost within the last 4 years. Additionally, show that proposed key personnel for this project worked on the submitted past projects. Further, the contractor shall indicate and show that the contractor currently has the personnel and construction capacity to complete this project. Contractor personnel shall be fully familiar with and implement the project in RMS (Resident Management System). Construction Implementation Systems within USACE: The Contractor shall fully utilize RMS for all work, submittals, reports, pay estimates, etc. All construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The North American Industry Classification System code for this procurement is 221111 which has a small business size standard of 500 employees. Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large Businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition and an award is made to a large business firm. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded the need to have a bona-fide office in the geographical area of consideration where the work is to be performed as determined by the U.S. Small Business Administration. Prior Government contract work is not required for submitting a response to this sources sought synopsis. Anticipated solicitation issuance date is on or about 1 August, 2022, and the estimated proposal due date will be on or about 31 September, 2022 . The official synopsis citing the solicitation number will be issued on Contracting Opportunities (FBO) https://beta.sam.gov/, inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm’s response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm’s name, address, point of contact, phone number, and e-mail address. 2. Firm’s interest in bidding on the solicitation when it is issued. 3. Firm’s capability to perform the magnitude and complexity outlined in the Scope of Work above (include firm’s capability to execute construction- comparable work performed within the past 5 years): Brief description of the project, customer name, timeliness of performance, and dollar value of the project) – provide at least 3 examples. 4. Firm’s Business Size – LB, SB, 8(a), HUBZone, SDVOSB, or WOSB. 5. Firm’s Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable 6. Firm’s Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company.
