Conduct underwater field measurements of all (10) locations in accordance with the contract specifications and plans. b. Fabricate, paint, and deliver the coffer box as described. c. Provide a contractor representative to witness installation and pressure testing at a USACE Tulsa District facility. Contractor representatives must have authority to speak on behave of the Contractor. The installation and pressure test will occur within one year of coffer box delivery date at a time and location determined by USACE. Contractor will be given at least two weeks notice of the time and location of test. Contractor representative must be a structural or mechanical professional engineer registered within the United States. The period of performance for the test will seven days. The Contractor representative must inspect all structural and mechanical components prior to installation and after removal. The Contractor must provide digital copies of all inspection documentation to the Government.

This is a PRE-SOLICITATION notice for the design-bid-build construction project for the fabrication of a Coffer Box, for use along the McClellan-Kerr Arkansas River Navigation (MKARNS). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers – Tulsa has been tasked to solicit for and award construction of a Coffer Box. Proposed project will be a competitive, firm-fixed price, design/bid/build, contract procured in accordance with FAR 15, Lowest Price Technically Acceptable (LPTA) Procurement process. Project includes the construction of a hydraulic steel structure (coffer box) that allows inspection and load testing of all center post anchorage assemblies for locks along the McClellan-Kerr Arkansas River Navigation System (MKARNS) and within the Tulsa District. Locks where this coffer box is to be utilized are Webbers Falls, R.S. Kerr, W.D. Mayo, Newt Graham and Chouteau. The coffer box will be cylindrical shape with segmented sections. The total number of sections will be five with three different types of sections: one top section, three intermediate sections, and one bottom section. The diameter of each section will be approximately 21’ and the height of each section will be approximately 10’. During operation, the coffer box will enclose the anchorage cut-outs and allow work to be conducted in the dry. All steel to be welded must meet ASTM A709 requirements for fracture critical members, zone 2. The welding code used will be AWS D1.5 and all welding must be assumed to be fracture critical. The fabrication plant and fabricator must be certified under the AISC Quality Certification Program and must be designated an AISC Certified Plant, Category CBR, IBR, ABR or HYD at the time of the Bid and must retain these qualifications throughout the duration of the contract. The work will also include underwater inspection requirements to be preformed prior to submittal of shop drawings and commencement of fabrication. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $1,000,000 and $5,000,000. Estimated duration of the project is 365 calendar days. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. TYPE OF SET-ASIDE: NONE – This requirement will be solicited as 100% Small Business Set-Aside.
