Synopsis General Information Document Type: Solicitation Notice Solicitation Number: W912BV20R0044 Current Response Date: 2 March 2021 INDEFINITE DELIVERY ARCHITECT ENGINEER CONTRACT FOR SURVEYING, MAPPING AND RELATED GEOSPATIAL SERVICES, PRIMARILY WITHIN THE SOUTHWESTERN DIVISION CONTRACT INFORMATION: The Tulsa District, U.S. Army Corps of Engineers requires the services of Architect-Engineer (A-E) firms for one Indefinite Delivery Contract (IDC) for Surveying, Mapping and Related Geospatial Services which are being procured in accordance with PL 92-582 (Brooks Act) and implemented in FAR Part 36. This announcement is a HubZone Small Business Set-Aside Only. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The required services and products will occur primarily within the Tulsa District area of responsibility. The North American Industrial Classification System (NAICS) Code applicable to this project is 541370, Engineering Services, which has a size standard of $16,500,000 in average annual receipts. The IDC will be administered by the Tulsa District, U.S. Army Corps of Engineers. The IDC will have a base period of three (3) years plus two (2) one (1) year option periods. The IDC will be for a total period of up to five years for a total estimated amount not to exceed $9.5 million. b. Nature of Work: The services necessary for each requirement will be negotiated and awarded as individual task orders. The A-E shall furnish all services, materials, equipment, supplies and supervision required to perform surveying, mapping, and related geospatial services to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands in support of the U.S. Army Corps of Engineers civil, military, and international and interagency support missions. The A-E should expect to become a significant part of the government’s USACE Project Delivery Team (PDT). c. Contract Award Procedure: The Service Contract Act will apply to this acquisition. The proposed services will be obtained by Negotiated Firm-Fixed Price Contract. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via SAM Internet site at http://acquisition.gov. d. Place of Performance: Projects are anticipated to be primarily within the Tulsa District area of responsibility, but not limited to those in Programs executed within the Southwestern Division. e. Contractor Manpower Reporting: The contractor will be required to report all contractor labor hours (including subconsultant labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor will be required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 2. PROJECT INFORMATION: Surveying, mapping, and related geospatial services to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands in support of the U.S. Army Corps of Engineers civil, military, and international and interagency support missions. Surveying, mapping and related geospatial services and products include, but are not limited to; Bathymetric surveys to map the underwater features of government reservoirs, basins, or their contributors. Real estate boundary surveys to establish or re-establish specific boundary lines of property interests currently owned, planned for acquisition, or disposal planning by the Government. Facility Surveys to measure and map the condition and extents of buildings, roads, bridges, locks, dams, and other infrastructure owned or of interest to the government. Topographic Surveys to map surface features of property owned, maintained, or of interest to the government. Utility Surveys to determine the extents of surface and sub-surface utilities (including SUE levels A, B, and C) located on land owned or of interest to the government. Mapping products or services in the following format and media: hardcopy or digital (2D or 3D), MicroStation, AutoDesk, HYPACK (hydrographic survey data collection and processing software), Environmental Systems Research Institute (ESRI) format, various raster and vector formats, geospatial web mapping products, data analysis and processing, and geospatial programming and scripting. Additional related geospatial services include the creation and management of geodatabases, spatial and attribute analysis of geodatabases using standard or custom programs and applications, and implementing web-based interactive mapping products. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria ‘a’ thru ‘e’ are primary. Criteria ‘f’ and ‘g’ are secondary and will only be used as ‘tie-breakers’ among technically equal firms. (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (Ensure that all special experience requirements are reflected on appropriate personnel resumes in Section E, Part I, SF 330). The contractor must demonstrate expertise in the following: (i) Geospatial Data Collection. Collecting aerial photography, georectified orthophotography, mobile and aerial Light Detection and Ranging (LiDAR) data, and field survey data using electronic total station with data collector, survey grade GPS equipment capable of subcentimeter measurement accuracy, and other CADD/GIS data processing equipment. (ii) Geospatial Data Processing. Using data collected and processed from orthophotography, LiDAR or field surveys, expertise in producing survey and mapping data for vertical and horizontal controls, digital elevation and terrain models, topography, contours, bathymetric (deep and shallow water), cross-sections, surface and sub-surface utilities (including SUE levels A, B, and C), building interiors, roads and bridges, in-stream structures, planimetric, and construction layouts. (iii) Real Estate Boundary Surveys. Conducting real estate surveys including delineation of boundaries, monumentation, researching/locating real property documents, deeds of tract/parcel owners, plat submittals and recordation, encroachment identification, and metes and bounds descriptions under the direct supervision and review of a Land Surveyor licensed to perform land surveys in the state in which the work is being performed. (iv) Utility Surveys. Conducting utility surveys of electrical and communication instruments and appurtenances including poles, guy wires, transformers, pullboxes, handholes, manholes, ducts entering manholes, cables, and Appurtenant features – all actions must be compliant with the US Army Corps of Engineers and industry safety regulations and procedures such as confined space requirements. (v) Facility Surveys. Gathering geospatial data to analyze both the interior and exterior extents of facilities to include underground corridors, tunnels or underwater hydraulic steel and concrete structures and piping of various shapes and sizes with up to two (2) ninety (90) degree turns. (vi) Bathymetric Surveys. Gathering underwater geospatial information utilizing various collection equipment to include multi-beam and single-beam echo sounders, Acoustic Doppler Current Profilers (ADCP)s, sub-bottom profilers, and remotely operated vehicles (ROV)s with side-scan sonar and Doppler velocity logs. Surveys may be performed in deep and shallow draft water conditions of 3’ or less with underwater obstructions for use in reconnaissance, inspections, and data gathering to support engineering and design solutions. (vii) Delivery of Geospatial Data Products. Delivering survey and mapping products in the following format and media: hardcopy or digital (2D or 3D), MicroStation, AutoDesk, ESRI (file geodatases), USGS raster formats, geotiff, and Mr. SID, on CD-ROM, optical rewriteable disks, or internet file transfer protocol. Products delivered will comply with applicable ASPRS, FGCD metadata standards compliance, and SDSFIE (Spatial Data Standard) and AEC (Architectural Engineering CAD) standards. Delivering products using current USACE SDSFIE adaptation standards for GIS data and current A/E/C CAD/BIM standards for AutoCAD/Microstation formats. (viii) File geodatabases development and editing (ArcGIS); creating and editing multi-user geodatabases (ArcSDE) using SQL and Oracle; attribute and spatial analyses; geoprocessing scripts; CAD conversion and CAD/GIS interoperability including Bentley MicroStation and BentleyMap; implementing, and maintaining web-pages and web-portals using ArcServer with or without an Application Programming Interface (Javascript, Silverlight, Flex) including webpage development with .net, JavaScript, and SSL. (b) PROFESSIONAL QUALIFICATIONS: The A-E shall demonstrate that all expertise requirements are reflected on key personnel resumes in Section E, Part I, SF 330. A resume is required for each person showing relevant education, training, and experience within the last five years. Following is a list of the key personnel, minimum requirements, and the minimum number required under this acquisition: (i) Program/Project Manager (1) - A bachelor degree in land surveying, engineering or related field and a minimum of five years experience in program/project management. A Licensed Surveyor, Professional Engineer and/or Project Management Professional are preferred. (ii) Professional Land Surveyors (PS or PLS) (At least 1 to cover each state listed below) – Licensed in the states within the Southwestern Division (Oklahoma, Kansas, Arkansas, Louisiana, New Mexico, and Texas). Names, qualifications, and registration information of all Professionals must be fully documented as well as indicating a minimum of five years experience as a licensed professional. Dual or multiple licensures are acceptable as long as land boundary experience in the states the individual is proposing to work is listed in the resume. A licensed professional having a minimum of five years experience performing land boundary surveys in the state they propose to perform work is preferred. A bachelor degree in surveying, photogrammetry, geodetic surveying, geodesy, remote sensing, cartography or related field is preferred. (iii) Registered Professional Engineer (1) - A bachelor degree in engineering or related field, a licensed Professional Engineer (PE), and a minimum of five years experience as a PE. (iv) Photogrammetrist (1) - A bachelor degree in engineering, photographic technology, photographic science, or photogrammetry or related field; and a minimum of five years experience as an ASPRS certified photogrammetrist. The education requirement can be waived with at least 10-years of continuous experience as an ASPRS certified Protogrametrist. (v) Survey Party Crew Chief (4) - A degree in engineering, surveying or related field and a minimum of three-years experience as a survey party crew chief. The education requirement can be waived with at least five-years of continuous experience as a survey party crew chief. (vii) CAD Technician (2) - A degree in engineering, surveying or related field and a minimum of three years experience. The education requirement can be waived with at least five-years of continuous experience as a CAD technician. (viii) GIS Analyst (1) –A bachelor degree in geography, cartography, physical science or related field, and a minimum of five years experience. A Geographic Information System Professional (GISP) is preferred. (ix) Geospatial Database Administrator (1) - A bachelor degree in computer science, information technology or related field; and five years experience as a database administrator. An Oracle and/or SQL database certified expert is preferred. (x) GIS Programmer (1) - A bachelor degree in geography, physical science, computer science, or related field; and at least five years of clearly demonstrated GIS programming experience. Professional certification is preferred. (xi) System Administrator (1) - A bachelor degree in computer science, information technology, computer engineering or related field; and at least five years experience as a system administrator. Professional certification is preferred. (c) Past Performance: Past performance on DoD and other contracts with respect to compliance with contract and task order terms, quality of work, adherence to schedules, cost control, communication, and issue resolution as determined by ACASS and other sources. (d) Capacity: The contractor must show the ability to perform work to required schedules while completing multiple tasks/projects simultaneously – firms shall show current and projected workload within the firm and how they propose to field up to four (4), three-(3) man survey parties simultaneously at separate locations. Additionally, with the diverse types of work required under this contract, the contractor must clearly identify roles and responsibilities of each subcontractor and how all aspects of the work would be managed. (e) Knowledge of the Locality: Knowledge of Surveying, Mapping and Related Geospatial Services (boundary and coordinate systems) in states within the boundaries of the Southwestern Division. (f) Geographic Proximity: Proximity is the physical location of a firm in relation to the location of a project. The primary geographic location of this contract is the Tulsa District area of responsibility. (g) VOLUME OF DoD CONTRACT AWARDS: In Section H, Part I, SF330, firms must show their last 12 months DoD contract awards stated in dollars (see details in a subsequent paragraph), with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. 4. SUBMITTAL REQUIREMENTS: Interested firms having the capabilities and qualifications to perform this work must submit one copy of the SF 330 Part I and II for the prime firm and all consultants no later than 2:00 p.m. on 2 March 2021. Regulations require that the selection board not consider any submittals received after this time and date. Solicitation packages are not provided. Hard copy submittals will not be allowed. Submittals should be sent to U.S. Army Corps of Engineers, Tulsa District, Ms. Lindsey Byfield electronically via the DoD SAFE website, https://safe.apps.mil/. Non-CAC users will not have the capability to upload proposals or documents without a drop-off request. Once a drop-off request has been created, it will be valid for 14 days; therefore, we request that you submit your drop-off request two to three days prior to the submission due date. Offeror’s are reminded to allow sufficient time for their submittals’ files to upload, transmit, and timestamp. Therefore, waiting until the last minute to attempt transmission of your proposal could result in your submittal being deemed late should the website encounter performance or technical issues. (a) Interested firms having the capabilities and qualifications to perform this work must submit one copy of SF 330 (8/2016 Edition) including Parts I and II as described herein not later than 2:00 p.m. (Central Time) on the response date listed above. The date and time are strictly enforced and late packages will not be considered. Late proposal rules found in FAR 15.208 will be followed for late submittals. Solicitation packages are not provided. The SF 330 should be complete and specifically address the requirements of this announcement. Firms shall present an organization chart and a narrative describing how the organization will function. Functions to be subcontracted shall be clearly identified by subcontractor or entity and their office location (specify the address of the office and key person that is assigned there). (b) Responding firms must submit a copy of the originally signed, or current (signed within the past 12 months), and accurate SF 330, Part II for the specific prime other offices of the prime, and subcontractor offices proposed to perform the work even if an SF 330, Part II is already on file. SF 330, Part II shall be provided for the specific prime, other offices of the prime, and subcontractor offices proposed to perform the work. All Part IIs MUST be signed with original signature or facsimile of the original signature (signed within the past 3 years is required) and dated. A copy of a signed/dated Part II is acceptable. Although firms are encouraged to update their SF 330 Part II at least annually, older ones (up to 3 years old in accordance with FAR 36.603(d)(5)) will still be considered by the board. However, a firm may be recommended as not qualified or ranked low if missing, confusing, conflicting, obsolete or obscure information prevents a board from reasonably determining that a firm demonstrates certain required qualifications. Indicate in Block 5b of each Part II if the firm is a Large Business, Small Business, HubZone, Service Disabled Veteran-Owned Small Business, or Woman-Owned Small Business. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years must not exceed $16.5 million. (c) Submit only one SF 330, Part I from the Prime for the design team, completed in accordance with the SF 330 instructions and additional instructions herein. It must contain information in sufficient detail to identify the team (prime, other offices of the prime, and consultants) proposed for the contract. The A-E shall not include company literature with the SF 330. (d) In block No. 4 Part II provide the Data Universal Numbering System (DUNS) number issued by Dun and Bradstreet Information System (1/866-705-5711) for the prime A-E or Joint Venture. The DUNS number must be for the firm or joint venture performing the work (i.e. not the parent DUNS number, but a DUNS number specifically for the office performing the work. (e) In Section C of the SF 330, Part I, identify the discipline/service to be supplied by the Prime, Prime Branch offices as applicable, and each consultant. Provide brief resumes in Section E of the on-staff or consultant employees you intend to use to perform the work. Resumes must be submitted for each employee required to meet the minimums stated above in paragraph 3b. Resumes shall not exceed one page. (f) In Section F, a maximum of 10 projects for the total proposed Team (including the prime and consultants) shall be provided. Use no more than one page per project. (g) In Section G, block 26, along with the name, include the firm and office location the person is associated with. The names of all individuals included in the resumes in Section E shall be listed in Block G-26 along with their firm location and their roles even if example project experience in Block G-28 is not applicable. Also include Team Project Organization Chart in Part I, Section D indicating how each firm on the proposed team (prime, applicable prime branch offices, and each subcontractor as identified in Part I, Section C) integrates into the composite team. (h) In Section H, of the SF 330, Part I, provide a narrative to address each of the requirements, including subparagraphs, of items listed in Section 3, Selection Criteria, of this announcement. (i) In Section H, Part I, SF 330, firms must show their last 12 months DoD contract awards stated in dollars (see 3(e) above), provide an itemized summary of DoD awards to include Agency Contract Number/Task Order No. DoD awards shall be shown in an itemized summary including Agency, Contract Number/Task Order No., Project Title, and Award Amount dollars. Include a total of all listed awards. Note that award of Indefinite Delivery Contracts should not be counted as award amounts; only actual Task Orders and any modifications thereto should be included in the amounts. When addressing Team capabilities, clarify planned capability, existing capability, and prior experiences, if any. Include any other relevant information including a short discussion of why the firm is especially qualified based upon the specific selection criteria listed in Section 3. (j) In Section H, Part I, SF 330 Generally, describe the firm's Quality Management Plan (QMP). A project-specific detailed QMP must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. Indicate the estimated percentage involvement of each firm on the proposed team. Do not exceed twenty pages for Section H. Front and back side use of a single page will count as 2 pages, and print type used in charts, graphics, figures and tables may be smaller than 11 font but must be clearly legible. Foldouts are not allowed and shall not be considered. (k) Personal visits or telephone calls to discuss this announcement will not be entertained. (l) Solicitation packages are not provided for A-E contracts and no additional project information will be given to firms during the announcement period. Facsimile transmissions will not be accepted.
