This is a Pre-Solicitation Notice. The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a contract for the Resurfacing of Select Road Surfaces at Skiatook Lake in Osage County, Oklahoma. The proposed project will be a competitive, firm-fixed price contract procured in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP) and FAR Part 36, Construction and Architect-Engineer Contracts. Award will be made to the lowest-priced, responsible offeror, whose quote conforms to the requirement of the solicitation. The Government is seeking qualified, experienced sources capable of performing the following: The scope includes the folllowing: Provide all services, equipment and supplies/materials necessary to shape, re-grade and compact parking lot, camping loop road and existing gravel campsites in order to utilize rock as the base for the new asphalt overlay. Base rock shall be compacted to not less than 95% of maximum density. After shaping, grading and compaction, the contractor shall uniformly apply an asphaltic primer bonding agent prior to placement of new asphalt. Contractor shall use Type B asphalt concrete (as per ODOT specifications) to provide a full four-inch (4”) roller-compacted layer of asphalt of all areas where asphalt will be placed. BASE - The contractor shall provide all labor, supplies, and materials to successfully stop water from outlet works and pump water out of Stilling Basin downstream past higher area of channel. A cofferdam will not be required as discharge piping can be placed on the fisherman’s sidewalk serving as a diversion path to the downstream outlet channel. Sidewalk has weep holes and can be plugged to ensure discharged water continues downstream. A cofferdam will only be needed if a large rain event occurs during the dewater process. This dewater activity is only for inspection purposes and no repairs will be done during this limited time that the stilling basin is open. The govt will provide the contractor with drawings such as plan view of outlet channel, stilling basin, etc. Locations for resurfacing are Bull Creek Campground, Skiatook Point Boat Ramp, Osage Boat Ramp and Hominy Landing In accordance with DFAR 236.204, the estimated magnitude of construction for this project is between $500,000 and $1,000,000. Estimated duration of the project is 60 calendar days. The North American Industry Classification System code for this procurement is 237310 - Highway, Street and Bridge Construction , which has a small business size standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. TYPE OF SET-ASIDE: 100% Total Small Business Set-Aside procurement. Anticipated solicitation issuance date is on or about 16 June 2020, and the estimated proposal due date will be on or about 2 July 2020.
