This is a PRE-SOLICITATION NOTICE for the design-bid-build single phase construction project of the Building 9201 Program Office Phase I project at Tinker AFB, Oklahoma City, OK. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. The U.S. Army Corps of Engineers - Tulsa has been tasked to solicit for and award a contract for the construction project of the Building 9201 Program Office Phase I at Tinker AFB, Oklahoma. Project Description: This project will be a single-phase design-bid-build construction project for the Building 9201 Program Office. The existing building was constructed in approximately 2001, and originally served as a General Motors assembly plant. After sitting vacant for approximately ten years, the building shall be renovated into the program office. The existing three-story building is approximately 875,000 gross square feet; however, the Program Office will only occupy 82,025 square feet and is limited to a portion of the ground floor. The project scope of work is primarily office space, conference rooms, server rooms, a dock/receiving area, and IT-related activities. In addition to meeting the program, security, and acoustic requirements for the project, making repairs and modifications to the existing building shall be undertaken. Modifications to the exterior of the building include new EPDM roofing system over the program office location and metal wall panel repair. Following decommissioning of the automotive assembly plant, a certain amount of material salvage occurred. However, a significant amount of demolition and deconstruction of existing materials, equipment, and framing remains. This includes but is not limited to the ovens and support framing located on the third-floor mezzanine, substantial manufacturing-specific steel apparatuses, and a variety of smaller non-structural items specific to the auto assembly plant. Although the scope of new construction is limited to a portion of the first floor, the demolition scope for phase one shall include all three floors, from column lines 22 to 33. There are multiple locations where large openings in the floors shall require infill. There are also locations where large pits in the ground floor shall be infilled and new slabs poured to create an even and smooth floor surface. There are several locations where small curbs, uneven floors, and protruding bolts can be found on the existing floor. The existing curbs, bolts, uneven locations in the slabs shall be scraped, ground, infilled, patched and leveled to a condition suitable for new flooring materials. In general, all existing materials which are not part of the structural frame, exterior envelope, exit stairs, or are not otherwise noted to be retained or reused, shall be demolished. In accordance with DFARs 236.204, the estimated construction magnitude for this project is between $25,000,000 and $100,000,000. The North American Industry Classification System code for this procurement is 236220, which has a small business size standard of $36.5M. It will be solicited as an unrestricted acquisition. Estimated duration of the construction phase of this project is 665 calendar days. Anticipated issuance date of solicitation W912BV19R0011 is on or about 22 February 2019 and the estimated proposal due date will be on or about 22 March 2019.
