This is a PRE-SOLICITATION NOTICE for the design-bid-build construction project of a spillway bridge replacement at Eufaula Lake, OK. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. The U.S. Army Corps of Engineers - Tulsa has been tasked to solicit for and award a contract for the spillway bridge replacement at Eufaula Lake, OK. Project Description: This will be a total turn-key contract with all work being performed by the contractor. The contractor shall provide all plant, materials, equipment, labor, instruments, tools, subcontractors, supervision, management and travel necessary to complete all the work in accordance with the summary of work, the design drawings, the specifications and all other contract documents and requirements. The general scope of work for this project includes, but is not limited to: 1. Demolition of the existing bridge pedestals, girders, beams, deck, sidewalks, guardrails, electrical power/lighting systems, utilities, catwalk and all appurtenances as indicated on the drawings; 2. Construction of new bridge and appurtenances, including the use of bridge deck panels and deck panel joints using Ultra High Performance Concrete (UHPC); 3. Construction of new electrical power/lighting systems; 4. Construction of new catwalks, torque shaft supporting system and appurtenances; 5. Construction of new utilities. The North American Industry Classification System code for this procurement is 237310, which has a small business size standard of $36.5M. It will be solicited as an unrestricted acquisition. In accordance with DFARS Subpart 236.2, the estimated construction price range for this project is between $10,000,000 and $25,000,000. Estimated duration of the construction phase of this project is 780 calendar days. Anticipated solicitation issuance date is on or about 28 February 2019, and the estimated proposal due date will be on or about 1 April 2019.
