This is a PRE-SOLICITATION notice for the design-bid-build construction project of Eufaula Repair Outlet Channel Erosion (Stilling Basin Repairs), Eufaula Lake, McIntosh County, Oklahoma. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award the Eufaula Repair Outlet Channel Erosion (Stilling Basin), solicitation W912BV22R0048. Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 15, Negotiated Procurement using the Trade Off Process. The Government is seeking qualified, experienced sources capable of performing repairs to concrete deficiencies within the Eufaula Dam stilling basin. Repairs to concrete will not require the removal of riprap, coarse aggregate, silt, debris, and other foreign material deposited within the stilling basin other than resulting from repairs. All work will be accomplished under water. The Contractor will be expected to propose the Means and Method to accomplish the work. In accordance with FAR 36.204/DFARS 236.204, the estimated construction price range for this project is between $1,000,000.00 to $5,000,000.00 Estimated duration of the project is 200 calendar days from Notice to Proceed. The North American Industry Classification System (NAICS) code for this procurement is 237990 which has a small business size standard of $ 39,500,000. TYPE OF SET-ASIDE: This requirement will be solicited as Unrestricted. Anticipated solicitation issuance date is on or about 12 September 2022, and the estimated proposal due date will be on or about 12 October 2022. The official solicitation number W912BV22R0048 will be issued under contracting opportunities via www.sam.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued. The solicitation, specifications, and drawings will be available only from the SAM.gov website, on-line at www.sam.gov. All parties must obtain solicitation documents and amendments to the solicitation through SAM.gov. Hard copies will not be mailed. It is the responsibility of all contractors to frequently check the website for all notices, amendment, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the contractor regarding the solicitation. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation.
