The action remains canceled at this time, and will be re-validated in FY 23. =======Amendment # A0004====== The purpose of this amendment is to cancel the solicitation for the FY 22 R.S. Kerr Tainter Gate Repair Project (W912BV-22-R-0026). This cancelation is in response to the anticipated shift in the available construction start date of the project to summer of FY 23. The United States Army Corps of Engineers-Tulsa District anticipates to re-validate the requirement in early FY 23, and if validated may seek to re-solicit the project later 1st QTR FY 23 or early 2nd QTR FY 23. As a pre-caution due to ongoing construction as R.S. Kerr Lock and Dam 15, all perspective offerors interested in attending the scheduled site visit are required to wear the appropriate PPE. This shall include at minimum: (1) Hard Hat; (2) Safety Glasses; (3) Reflective Vest; and (4) Appropriate Safety Footwear. A site visit of R.S. Kerr Lock and Dam 15 will be offered to all perspective offerors at 11:00 AM (CST) on 25 May 2022. All perspective offerors are requested to meet in the parking lot of the R.S. Project Lake Office to receive additional instructions for the visit. The address to the R.S. Kerr Tainter Gate Repairs The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a firm fixed-price (FFP) construction contract for the R.S. Kerr Lock and Dam 15 Tainter Gate Repairs project, located at RS Kerr Lake, Sallisaw, Oklahoma (Le Flore County). The proposed project will be a small business set aside competitive procurement that will result in the award of one (1) Firm-Fixed Price, C-type contract, procured in accordance with FAR 15, Negotiated Procurement, using the trade-off process. Project Scope: The scope of the project includes rehabilitation, repair, partial replacement, and painting of specified tainter gates, and incidental related work. The work required is summarized as follows: (1) Brush-off blast entire gates, inspection of damaged gate members, and provide gate inspection report; (2) Removal and replacement of diagonal members; (3) Removal and replacement of ribs; (4) Partial removal and replacement of skin plate; (5) Surface repair of primary members (girders); (6) Removal and replacement of miscellaneous stiffener plates; (7) Addition / modification of drain holes; (8) Blasting and painting of entire gates; (9) Removal and reattachment of existing wire rope assemblies and associated fittings and proper re-tensioning of wire ropes within specified tolerances; (10) Rehabilitation of hitch blocks with removal and replacement of hardware; (11) Removal and replacement of side seals assemblies and adjustment within specified tolerances; (12) Removal and replacement of trunnion hydraulic lubrication tubing and fittings; and (13) Providence of spare components as specified. Estimated duration of the construction phase of this project is 450 calendar days. TYPE OF SET-ASIDE: This requirement will be solicited as a 100% Small Business Set-Aside. The North American Industry Classification System code for this procurement is 237990, which has a small business size standard of $39.5M. In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude of construction for this project is between $5,000,000 and $10,000,000. Please Note: This solicitation requires bidders to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS).
