The proposed project will be a competitive, firm-fixed price contract procured in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP) and FAR Part 36, Construction and Architect-Engineer Contracts. Award will be made to the lowest-priced, responsible offeror, whose quote conforms to the requirement of the solicitation. The scope includes providing labor, equipment, calculations and materials necessary to excavate a 30” wide X 18” deep trench along both sides of two concrete ditches and fill/compact with clay void of sand in layers of no greater than 6” between compaction to a level at least 1 inch above the edge of the ditch concrete at the El Dorado Dam in Butler County, Oklahoma. If voids are found beneath the concrete apron during excavation, the contractor shall fill those voids with “flowable fill” concrete prior to clay barrier installation/compaction. In accordance with DFAR 236.204, the estimated magnitude of construction for this project is: Between $25,000 and $100,000. Estimated duration of the project is 30 calendar days. The North American Industry Classification System code for this procurement is 237990 - Other Heavy and Civil Engineering Construction, which has a small business size standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction type procurement.
