The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a contract for a the resurfacing of the Crest Road at the El Dorado Lake in Butler County, Kansas. The proposed project will be a competitive, firm-fixed price contract procured in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP) and FAR Part 36, Construction and Architect-Engineer Contracts awarded to the lowest-priced, responsible offeror, whose quote conforms to the requirement of the solicitation. The scope includes the application of State Specification approved 1.5 inch road rock on the El Dorado Crest Road at the El Dorado Dam near El Dorado Kansas. Final product will result in a levelled, graveled road surface that is easily travelled by standard and heavy vehicles. The work site is the currently existing crest road that begins at the eastern access gate and travels west until the road and rip rap interface ends. In accordance with DFAR 236.204, the estimated magnitude of construction for this project is: Between $25,000 and $100,000. Estimated duration of the project is 30 calendar days. The North American Industry Classification System code for this procurement is 237310 - Highway, Street and Bridge Construction, which has a small business size standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction type procurement.
