SOURCES SOUGHT SYNOPSIS For Technical Support Services-Multiple Locations This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will be notified of the results of the evaluation upon request. The U.S. Army Corps of Engineers - Tulsa has been tasked to solicit and award up to 5 contracts for Technical Support Services. These contracts will address existing requirements for on-site support services that are currently being performed by firms in the 8(a) Business Development program. Therefor per FAR 19.815 the proposed acquisitions are intended to be Sole-Source contracts to an 8(a) firm. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various Section 8(a) companies capable of performing on-site Technical Support Services. The US Army Corps of Engineers, Regional Planning and Environmental Center (RPEC), in support of Army, Air Force, and Reserve customers is requesting qualifications to support award of several potential 8a contracts for Technical Support Services (TSS) in order to provide on-site support services to fulfill the needs of multiple installations nationwide. The contracts may be either Indefinite Delivery/Indefinite Quantity contracts with Task Orders or stand-alone contracts with base and options. Contract value and locations will be based upon the specific requirements. On-site technical support services has historically consisted of anywhere from one to 30 on-site contractor manpower equivalents (CMEs) per installation. The majority of CMEs fulfill roles servicing compliance program areas (PST/USTs, Air, Storm Water, Drinking Water, P2, SPPC, etc), and the minority consist of more specialized disciplines servicing Cultural and/or Natural Resources Programs (Archaeologists, Biologists, Historical Architects, etc.). The government is especially interested in experience that highlights, high retention of quality CME, successful recruiting, maintaining requirements during periods of CME vacancy, QA/QC of CME work, and CME training. The North American Industry Classification System code for this procurement is 541620 Environmental Consulting Services with a small business size standard of $15M, Small Business firms are reminded that under FAR 52.219-14 (Deviation 2019-O0003), Limitations on Subcontracting, firms will not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50% subcontract amount that cannot be exceeded. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Firm's response to this Synopsis shall be limited to 5 pages with a text size not less than Arial 10 point and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity outlined in the description above: The respondent shall provide up to 3 sample projects demonstrating experience performing on-site support in the past 5 years. Project specific information shall include location, contract number, Contracting Officer Representative or Contract Manager, Installation/Facility customer name and contact information, number of CMEs on-site, amount of off-site support, contractor's manager(s) as well as types of services provided (i.e. compliance, conservation, pollution prevention, etc.). The project specific information shall also include specialized experience such as interfacing with state environmental offices, performing archeological or biological work in unique environments such as desert or riparian, performing consultation with tribes, or interfacing with State Historical Preservation Offices. 4.
