The U.S. Army Corps of Engineers, Philadelphia District, is conducting a Sources Sought Notice for market research only to identify qualified and interested businesses for a Design-Build construction project; no contract will be awarded from this notice. The project is the Detection Sciences Testing and Applied Research Center (DSTARC) and Facility for Energetic Materials Research (FEMR) at the Transportation Security Laboratory, FAA William J. Hughes Technical Center, Egg Harbor Township, NJ. Work includes an approximately 40,000 SF DSTARC laboratory, a 6,000 SF FEMR laboratory, and supporting infrastructure, with secure/classified areas, blast-hardened labs, enhanced commissioning, and compliance with EM 385-1-1 and NJ Pinelands/NJDEP requirements. The estimated construction magnitude is between $25,000,000 and $75,000,000, with an anticipated firm-fixed-price Design-Build contract under a two-phase best-value process and an estimated project duration of 1,095 calendar days. Anticipated solicitation issuance is April 2027, and interested small businesses, subcontractors, and socio-economic categories are encouraged to respond via the Market Survey Form.
