The Philadelphia Office of the U.S. Corps of Engineers is solicitating the services of a contractor to provide an under-bridge access vessel, pilot, and operator to provide access to aid U.S. Army Corps of Engineers (USACE) bridge inspectors inspecting Bridge 00229 at Rock Island Arsenal (RIA) located on the Mississippi River, near Moline, Illinois and Davenport, Iowa.
