W912BU25BA007 Synopsis: The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), intends to potentially issue an Invitation for Bid (IFB) Solicitation for a firm fixed-price (FFP) construction contract for Maintenance Dredging, Delaware River, Philadelphia to Sea and Christina River, Wilmington Harbor. This is a Pre-solicitation Notice. This Notice is being issued for planning and information purposes only. This notice is not a Solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept bids as a result of this notice. **Solicitation W912BU25BA007 is expected to be released on or about 29 July 2025. PROJECT DESCRIPTION: Contract work consists of maintenance dredging of approximately 2.5 million cubic yards of sediment within the Delaware River, Philadelphia to Sea main navigation channel between Stations 0+000 and 515+000 and approximately 400,000 cubic yards within Wilmington Harbor, Christina River. Work includes hydraulic dredging with placement of the dredged material into the Pedricktown and Delaware City disposal areas. All dredging will be performed to the required depths indicated with 1 or 2-foot allowable over-depth. All dredging shall be performed as contour dredging. Before and after dredging surveys for measurement will be performed by the government. The period of performance for the contract will be 240 calendar days. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The estimated price range is between $55,000,000 and $100,000,000. NAICS CODE AND SBA SIZE STANDARD: 237990 - Other Heavy and Civil Engineering Construction; $45,000,000. TYPE OF SET-ASIDE: Full and Open (Unrestricted). In accordance with Federal Acquisition Regulation (FAR) 19.1307, this project requires the HUBZone 10% price evaluation. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the Solicitation. The Solicitation documents will be posted on the SAM.gov website.
