The Armys 99th Program through the U.S. Army Corps of Engineers- Philadelphia District, proposes to issue a Request for Proposal - (RFP) to efficiently meet the needs repair, by replacement, a Heating Ventilating and Air Conditioning (HVAC) system in an existing United States Army Reserve Center (USARC).It is the Armys objective that the work performed in this project will have a 25-year useful design life before a possible re-use/re-purpose or renovation requirement, to include normal sustainment, restoration, and modernization activities. Therefore, the design and construction must provide an appropriate level of quality to ensure the continued use of the facility over that time period with the application of reasonable preventive maintenance and repairs that would be industry-acceptable to a major civilian sector project OWNER.The Horsham USARC is located at 1300 Privet Rd, Biddle National Air Guard Base, Horsham, PA 19044 and consists of two buildings which are the USARC Training Building and the Organizational Maintenance Shop (OMS). Work under this contract shall occur at the Training Building. Design and construct a HVAC system, associated direct digital controls, and associated power distribution circuits. Work includes demolition and disposition of the existing HVAC system, associated direct digital controls, and associated power distribution circuits. Remove and reinstall existing ceiling tiles and grid (the latter only if necessary) to facilitate removal of existing system and installation of the new. Design and construction include, but is not limited to, the following equipment: fan coil units, boilers, chiller, dedicated outdoor air unit, piping; ductwork; insulation; Direct Digital Control (DDC) system, conduit, conductors, overcurrent protection, safety disconnects switches, acoustical ceiling tiles, and suspended ceiling grid system. Testing, adjusting, and balancing (TAB) and Commissioning are required features of work. The purpose of this amendment is to update SECTION L and SECTION M of the solicitation, extend the proposal due date, add NEW site visit date and information, add Attachment 2 Narrative for Relevant Projects . SITE VISIT is scheduled for MONDAY 27 NOV 23 11AM to 2 PM. RFIs due 4 DEC 2023. The due date for the Phase I proposal has also been extended to 19 DEC 2023 by 5PM EST. All other terms and conditions remain unchanged.
