Please Note: The Solicitation will be posted on or around 8 November 2023. 1. CONTRACT INFORMATION: POC: Brian Loftus 215-656-6632. The Philadelphia District, U.S. Army Corps of Engineers intends to award as a small business set aside service contract for Onsite Geographic Information System (GIS) Support at Tobyhanna Army Depot (TYAD). The NAICS code is 541370 Surveying and Mapping (Except Geophysical) Services. The contract will be for a period of one year with four one-year options. 2. PROJECT INFORMATION: Work will be conducted at the Directorate of Installation Services, Tobyhanna Army Depot, Tobyhanna, PA. Work may be in support of Environmental Management, Facilities Management, Health and Safety Risk Management, and Capacity Planning. The primary work under this contract is development, testing operating, expanding, and maintaining accurate spatial data for the installation in addition to the coordination of user training for TYAD personnel. This work is to be performed in accordance with U.S. National CAD Standard (NCS), version 3.0 2004; Spatial Data Standards for Facilities, Infrastructure, and Environment; ER 1110—1-8156 Engineering and Design – Policies, Guidance, and Requirements for Geospatial Data and Systems, USACE 2005; EM 11110-1-2909 Engineering and Design – Geospatial Data and Systems, USACE 2005; EM 1110-1-1002 Engineering and Design – Survey Markers and Monumentation, USACE 1990; ISO 4157-2 Room Numbers; ISO 4157-3 Room Identification; TM 5-807-10 Signage. The contractor must provide one GIS Analyst, another GIS Analyst with Database Design and Maintenance experience, and one part-time (1020 hours) GIS Super User Programming/Guidance. (Three people total.) The selected contractor must have the ability to furnish information using state-of-the-art GIS software, including ArcGIS, ArcView, ArcInfo, Arc3D Analyst, and Spatial Analyst. The selected contractor shall have documented experience in the following geospatial applications, which is typical of the work required under this contract: Integration of the Facility/Equipment Management System; Enhanced GIS software user upgrades; Creation of Installation Management Command special data maps to include new aerial, environmental, and master planning maps; Developing and maintaining various data layers for considerations including but not limited to environmental concerns, utilization, and Risk Management; evacuation planning in coordination with the Installation Fire Department and Safety Division; Spatial data standardization; Training in Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) compliance; GIS, CAD, and Revit data development and integration; Interactive online GIS application development; Communicating GIS developments and Army Geospatial regulations and requirements to the TYAD enterprise; Installation geospatial GIS and/or CADD information management; Providing geospatial data collection, sustainment, and data maintenance services; Managing geospatial update activities associated with addition/modification of facilities, environmental conditions, range activities, real property reconciliation, and safety conditions; Submission of geospatial data to the HQDA geospatial authoritative data source (ADS) for archival and high-level leadership support and awareness. 3. EVALUATION CRITERIA: The acquisition will be a lowest priced, technically acceptable procurement using the Contracting by Negotiation process prescribed in Part 15.101-2 of the Federal Acquisition Regulation (FAR). The source selection technical evaluation factors are: Technical, Past Performance, and Price. The Technical evaluation factor has two (2) subfactors which are: Specialized Experience and Professional Qualifications. Detailed evaluation criteria will be included in the solicitation. Initial price proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of the solicitation. Offerors are advised that the Government may award a contract based on initial proposals received without discussions or any contact concerning the proposal received; therefore, each proposal should contain the offeror's best terms. 4. It is the intent of the Government to use this information for market research purposes only. The purpose of the sources sought is to determine the interest of industry within NAICS code 541370, and to establish that there are adequate large and/or small business contractors for providing the work described below. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via SAM.gov. Tobyhanna Army Depot (TYAD) has a requirement for two (2) to three (3) Geographic Information System (GIS) specialists to support the Department of Installation Services operations. The contractor would be responsible for GIS sustainment, strategic development and implementation and demonstration of the enterprise-wide GIS to include further integration of the Facility/Equipment Management System, enhanced GIS software user upgrades, mobile mapping capabilities, and increased data and analysis for advanced planning and situational awareness. A DRAFT Scope of Work (SOW) is provided. This SOW may or may not be the final PWS used in the solicitation. Directorate of Installation Services, Tobyhanna Army Depot, Tobyhanna, Pa. Workstations for each GIS employee working under this contract will be provided. Period of performance is one base year with four, one year, options. Actual quantities are unknown at the time of the sources sought. Actual quantities will be provided, via solicitation, if the Government chooses to procure these items.
