This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a formal written solicitation will be included as part of this submission. (SEE ATTACHED SOLICITATION). This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. The official media of distribution for this RFQ is the web. Contractors may download the solicitation (including any drawings/specifications) and any amendments via the beta.SAM web site at https://beta.sam.gov/. It is the Offerors’ responsibility to monitor the beta.SAM web site for any amendments. The Solicitation Number for this acquisition is W912BU21Q0029 and a separate attachment (SF1449) is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, dated 10-26-2018. Clauses and Provisions are available online at HTTP://farsite.hill.af.mil. This requirement is 100% set-aside for small business; the NAICS code is 532412 with a size standard of $35 million. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for contractor to provide rental and operation of an underbridge access vehicle and traffic control services for bridge inspections at Huntington District Dams in accordance with attached Performance Work Statement (PWS). Award shall be based on the lowest price and technically acceptable. Rental and Operation of an Underbridge Access Vehicle and Traffic Control Services for Bridge Inspections at Huntington District Dams 1. TECHNICAL SCOPE General: The Contractor shall perform the following duties: Provide an underbridge access vehicle, driver, and operator to provide access and provide traffic control services to perform intermittent traffic lane closures to aid U.S. Army Corps of Engineers (USACE) bridge inspectors in the inspection of the three (3) bridges listed below located throughout the Huntington District area of responsibility. The inspection truck will be in good working condition and the Contractor will certify that the inspection truck has been inspected in accordance with ANSI 92.8 within one year of when the truck will be used for the inspections specified in this contract. Any deficiencies or problems noted in the truck’s inspection will have been corrected and all documentation of inspection and repairs will be available for government review. Vehicles and machinery owned or operated by the Contractor shall be clearly marked with Contractor's name and/or company logo. Work wardrobe and PPE worn while on-site shall be clearly marked with Contractor's name and/or company logo. Duration and dates: The inspections are scheduled for the dates listed in the table below, but the dates are tentative and subject to change. Ten hour workdays are to be assumed. A workday will consist of ten (10) hours. If the option is necessary, the option will be exercised such that work days are consecutive. Detailed Requirements – Base Contract: The Contractor shall complete the following tasks: The Contractor will provide bridge inspection access equipment, driver, and operator to include an underbridge access vehicle or machine with 40 foot or greater reach. All safety equipment and procedures will be in accordance with the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated November 2014. Each USACE inspector will provide his own safety harness. The Contractor is responsible for providing his own safety harness as well as any additional equipment necessary to perform safe operation of provided equipment. The Contractor will provide enough personnel to be able to operate the equipment from both the deck and the bucket simultaneously. The basket will be self-leveling. Two operators will be provided with the inspection truck, one to operate the truck and one to operate the bucket and assist the Government inspector. The operators provided will be fully trained and certified to operate the inspection truck. The Contractor will provide a communication device between the basket and the driver. The boom will be capable of a 40-foot reach providing access for the Government inspector to complete a hands-on (arm’s length) inspection of all bridge members. A safety inspection of the inspection truck will be performed prior to each inspection. The Contractor will provide verification of safety measures of the equipment. The Government will only pay for services received. The equipment pricing will include all miscellaneous expenses, parts, fuel, lubricants to keep the equipment in good working condition. The Government will not be responsible for payment of downtime due to mechanical failure, the lack of a qualified operator, or any other reason within the control of, or due to the fault or neglect of the Contractor. The Contractor will submit a Temporary Traffic Control Plan (TTC) appropriate for the amount of traffic expected to be encountered, roadway type, and closure type in accordance with the current edition of the FHWA Manual on Uniform Traffic Control Devices (MUTCD). The average daily traffic expected to be encountered is 7500 vehicles. The Contractor will submit the TTC within 7 days of notice to proceed for Government approval. The Contractor will provide traffic control equipment and properly certified personnel to perform daily intermittent lane closures in accordance with the requirements of the Work Area Protection Manuals of the Kentucky Transportation Cabinet (KYTC) and Ohio and West Virginia Departments of Transportation (ODOT and WVDOT, respectively). The Contractor is responsible for providing his own safety hard hat and reflective vest as well as any additional equipment necessary to perform safe operation of provided equipment. The Contractor is responsible for notifying KYTC, ODOT, and WVDOT as necessary of all intermittent lane closures within those states. The Contractor will provide personnel at all times during closures to direct traffic through the closure. The Contractor will provide all personnel, signage, equipment, and other traffic control items required by the Work Area Protection Manual applicable to each structure and the MUTCD in the quantities and arrangement specified to complete single lane closures across each bridge. Traffic control equipment provided by the Contractor shall include at minimum: 50 traffic cones 2 stop/slow paddles 2 of each of the following signs: Road Work Ahead, One Lane Road Ahead, Flagger In addition, the Contractor shall provide Bridge Closure signs and cones to use during the inspection of the R.C. Byrd Locks and Dam Access Bridge. No traffic control personnel are required at R.C. Byrd Locks and Dam. The Contractor will submit a safety plan or a copy of standard operating procedures describing safety requirements to include safe operation of bucket and truck, fall retrieval operations, and cleanup of oil spills. Equipment operators, including driver and bucket operator, will have first aid training. Operators will have both hands free during all equipment operations. At no time will cell phone use or other unsafe actions be allowed during operations. Violations of safety requirements will result in the immediate dismissal of operators and cancellation of the contract. The Contractor will conduct a safety briefing for all inspection and project personnel and Contractor employees at the beginning of work at each project site. The briefing will include safe operating requirements, hazards to inspectors and operators and procedures to avoid these hazards, location and operation of spill kits, and fall retrieval procedures. A signature sheet will be provided by the Contractor acknowledging the safety briefing and will be signed by all in attendance. Submit certificates of annual inspection, a list of vehicle safety equipment (spill kits, fall retrieval systems, first aid kits, etc.) and all safety training certificates (fall protection, first aid, etc.). Option: An option will be considered for up to one (1) additional day of inspection. In determining the daily rate for the option day, assume that there will be no additional travel or mobilization costs. If the option day is necessary, it will be awarded such that all work days will be in succession. Limiting Criteria: All equipment must meet or exceed OSHA and ANSI requirements, and be in accordance with the Corps of Engineers Manual EM 385-1-1, entitled Safety and Health Requirements Manual, dated November 2014 and FHWA’s Manual on Uniform Traffic Control Devices (MUTCD). All Contractor and all associated sub-contractors’ employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by Government representative). The Contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes. The District retains the right to deny any contractor and subcontractor employee from working on one of its contracts based on final background investigation results. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. For contractors who do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by Government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something). The Contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative, or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training. For Contracts that Require OPSEC Training. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The Contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the Contracting Officer (if a COR is not assigned), within 5 calendar days after completion of training. Pre-screen candidates using E-Verify Program. The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file. The anticipated period of performance for delivery shall be from 16 August 2021 through 21 August 2021 for base award plus 1 option.
