The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for Concrete Substructure Repair to the St. Georges Bridge in St.George, MD. Contract work consists of the repair of severely advanced deteriorated concrete substructure piers with large spalls, delaminated concrete, and exposed rebar. Repairs will include removal and replacement of these significantly deteriorated areas of concrete. The total repair area for all of the piers is expected to be approximately 10,000 sf. The acquisition will be made using sealed bidding, a single award will be made as a whole, to the lowest priced, responsive bidder determined to be responsible in accordance with FAR Part 14 Procedures. Period of performance will last 600 days from 10/15/2021 through 6/7/2023. The current working estimate for the contract is between $1,000,000 and $5,000,000. Estimated Quantities. The total estimated quantity of material necessary to be removed under this contract, including allowable overdepth, is as follows: BASE BID WORK AND OPTIONS ASSIGNMENT(S) FOR THE ST. Concrete Substructure Repairs – North Side (2N to North Abutment) 5,575 SF c. OPTION 1: Concrete Substructure Repairs – South Side (2S-5S) 2,340 SF d. OPTION 2: Concrete Substructure Repairs – South Side (6S-16S) 2,420 SF e. OPTION 3: Concrete Substructure Repairs – South Side (17S to South Abutment) 585 SF 8. Liquidated Damages. Any contract awarded from the solicitation will contain Liquidated Damages, FAR 52.211-12 -- Liquidated Damages – Construction. The rate will be specified in the Solicitation. 9. The period of performance will last 600 days from 10/15/2021 through 6/7/2023. 10. This is not a request for proposals at this time, the solicitation requirements and documents will include instructions for submission and the response date, will be available on or about 26 August 2021. This acquisition will be made using sealed bidding, a single award will be made as a whole, to the lowest priced, responsive bidder determined to be responsible in accordance with FAR Part 14 Procedures. Issue date for the Invitation For Bids (IFB), Solicitation No. W912BU21B0014 is anticipated on or about 26 August 2021, as an unrestricted procurement, however, this information is subject to change. Offerors should review the solicitation once it is posted. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions affecting the work, will be included in any solicitation. Accordingly, bidders are urged and expected to inspect the site where the work will be performed. Site visit information will be in the solicitation. Bidders wishing to attend a site visit must contact the POC identified in the solicitation. Attendance is not mandatory. Solicitation documents, plans and specifications will only be available via the Sam.gov website (Betasam.gov) homepage located at https://www.Sam.gov. Registration for plans and specifications should be made via Sam.gov Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor Sam.gov for any amendments. The solicitation will contain FAR 52.222-38 Compliance with Veterans’ Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans’ Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
