The U.S. Army Corps of Engineers, Philadelphia District intends to initiate an Invitation for Bid (IFB) for the procurement of a new floating Dry Dock to replace an existing Dry Dock in the Memphis District of the U.S. Army Corps of Engineers, Ensley Engineering Yard. PRINCIPAL CHARACTERISTICS These specifications are intended to describe the required specifications for one floating dry dock. The principal dimensions of the dry dock are: Length Molded 168’-0” Beam Molded 77’-0” Width between Wing Walls 60’-0” Wing Wall Depth 31’-0” Pontoon Deck Depth 9’-0” Draft @ Max Lift Capacity 8’-0” Draft @ Max Ballast 26’-0” CONTRACT ORGANIZATION A. CLIN 0001 – FLOATING DRY DOCK Phase 0001AA – PLANNING AND SCHEDULING PHASE I – (The submittals required for Planning and Scheduling are listed in contract Clause H02.). This item is initiated only by a Notice to Proceed issued by the Contracting Officer. 2. Phase 0001AB – ENGINEERING PHASE II – (The submittals for “Engineering” are listed in contract Clause H02.). This item is initiated only by a Notice To Proceed issued by the Contracting Officer. The Contractor may not start this item until he receives a Notice To Proceed for this item. 3. Phase 0001AC – CONSTRUCT & TEST PHASE III – (The submittals for “Construct and Test” are listed in contract Clause H02.). This item is initiated only by a Notice To Proceed issued by the Contracting Officer. The Contractor may not start this item until he receives a Notice To Proceed for this item. 4. Phase 0001AD – DELIVER PHASE IV – (The submittals for “Deliver” are listed in contract Clause H02.). This item is initiated only by a Notice To Proceed issued by the Contracting Officer. The Contractor may not start this item until he receives a Notice To Proceed for this item. B. CLIN 0002 – OPTION FOR ADDITIONAL CAPSTANS This item initiated only by a Notice to Proceed issued by the Contracting Officer. The Contractor may not start this item until he receives a Notice to Proceed for this item. C. PHASE SEQUENCING It is intended that the four phases will be performed sequentially. The time allotted in contract section F for each phase spans an interactive process involving both the Contractor and the Government. This process includes preparation, review and approval of the phase submittals, contract administration, mailing, preparation, and issuance of Notices to Proceed. PROJECTED SCHEDULE FOR PHASING Phase 0001AA – PLANNING AND SCHEDULING 30 Days Phase 0001AB – ENGINEERING 90 Days Phase 0001AC – CONSTRUCT & TEST 330 Days Phase 0001AD – DELIVER 45 Days The Contractor shall deliver the vessel afloat and ready for service at the following location: ENSLEY ENGINEER YARD 2915 River Port Road Memphis, TN 38109 F.O.B. Destination. Bonding, warranty and liquidated damages will be required for this procurement. ***************************************************************************************************************************************************** Amendment 0001 Changes to Notice: See attachment "EEY Drydock SOW" for originally intended formating of Section "C" found in the SF1449 solicitation. All information is identical except for the formatting issue. Note: Attachment(s) under solicitation amendment(s) become part of the solicitation. Therefore, contractors are required to acknowledge solicitation amendments pursuant to FAR Provision 52.212-1. ***************************************************************************************************************************************************** Amendment 0002 Changes to Notice: Clarify section "H" duplication found in the SOW. Hunter - michael.j.hunter@usace.army.mil Response to all RFI’s will be accomplished by Amendment to the Solicitation and will appear in Beta.SAM as an attachment to the Solicitation. Timing for the Amendments will be determined by the difficulty and volume of the RFI’s. RFI’s received after the cutoff date will not be considered or answered. The cutoff date for the receipt of RFI’s will be 7 days prior to the closing of the Request for Proposal (W912BU21B0003). Important Note(s): IAW FAR 4.1102 (a) Offerors and quoters are required to be registered in SAM (www.SAM.gov) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications… All Services Disabled/Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry.
