Description of Work: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract for work that consists of fabricate, delivery, installation and testing of Stoplogs to the Blue Marsh Lake dam in Leesport PA, and Bulkhead to the Beltzville Lake Dam in Lehighton, PA. Work to be performed (base plus 2 options) will include Base Bid: a) Fabricate one (1) new stoplog for Blue Marsh Lake Dam in accordance with all applicable codes and requirements. b) Inspect and certify all welded and non-welded connections in the new stoplog. c) Perform the initial inspection and provide documentation of findings from the initial inspection in report form. Report format to be in accordance with the contract requirements. d) Paint new stoplog in accordance with contract requirements. e) Deliver new stoplog to project site (Blue Marsh Lake Dam). f) Perform test-fit of new stoplog to ensure proper fit within the stoplog slots and proper seating. Option 1: a) Fabricate two (2) new stoplogs for Blue Marsh Lake Dam. One of the two additional stoplogs would be an ‘A’ stoplog while the other would be a ‘B’ stoplog in accordance with all applicable codes and requirements. b) Inspect and certify all welded and non-welded connections in the new stoplogs. c) Perform the initial inspection and provide documentation of findings from the initial inspection in report form. Report format to be in accordance with the contract requirements. d) Paint new stoplogs in accordance with contract requirements. e) Deliver new stoplogs to project site, Blue Marsh Lake Dam, Leesport, PA. f) Perform test-fit of new stoplogs to ensure proper fit within the stoplog slots and proper seating. Option 2: a) Fabricate one (1) new emergency gate bulkhead for Beltzville Lake Dam in accordance with all applicable codes and requirements. b) Inspect and certify all welded and non-welded connections in the new bulkhead c) Perform initial inspection of new bulkhead and provide documentation of findings in report form. Report format to be in accordance with the contract requirements. d) Paint new emergency bulkhead in accordance with contract requirements. e) Deliver the new emergency gate bulkhead to the Beltzville Lake Dam, Lehighton, PA. f) Perform test-fit of new emergency gate bulkhead to ensure proper fit within the bulkhead slots and proper seating The material used for construction of all stoplogs and the bulkhead will be ASTM A709 Grade 50 steel. This acquisition will be made using an RFQ, a single award will be made as a whole, to the lowest priced, responsive bidder determined to be responsible in accordance with FAR Part 12, Commercial Items, and FAR Part 13 Simplified Acquisition Procedures. Issue date for this RFQ on Solicitation No. W912BU20Q0004 is anticipated on or about 02 Dec 2019. The closing date of 07 Jan 2020 at 1:00 p.m. EST; however, this information is subject to change. The contract duration for construction is anticipated at approximately 180 calendar days. This requirement is being issued for full and open competition. The solicitation will contain FAR 52.222-38, Compliance with Veterans' Reporting Requirements, therefore contractors who have received a Federal Contract of $100,000.00 or greater, except as waived, must have submitted the preceding fiscal year Federal Contractor Veterans' Employment Report (VETS-100 and/or VETS-100A Report) to be eligible for an award.
