*****SUBJECT TITLE: Maintenance Dredging, Delaware River Philadelphia to Sea PA, NJ and DE****** The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract that consists of Maintenance dredging under this contract will be performed 0+000 to 400+000 (a)Base work shall include maintenance dredging of Marcus Hook Range (~800,000cy), CherryIsland Range (~500,000cy), Deepwater Point Range (650,000cy), New Castle Range(~700,000cy), and Liston Range (~600,000cy). Work assignment will be assigned to each range,which will be advertised with one unit price for the maintenance dredging. There will be aninterim mobilization line item for mobilizing floating plant from one range to another. Alldredging will be performed to the specified required depth of 45' or deeper plus 1' allowableoverdepth. The maintenance dredging shall be performed as contour dredging. The contract willprovide for dredging up to 25' outside the channel edge in the Delaware River. Marcus HookRange and Cherry Island Range dredge material can be placed at the upland disposal area knownas the Pedrictown South. Deepwater Point Range and New Castle Range dredge material can beplaced at the upland disposal area known as the Killcohook complex, and Liston Range dredgematerial can be placed at the upland disposal area known as Artificial Island. (b)Option 1 (Christiana River) shall be awarded no later than 31 December2020. The award ofthe option 1 will increase the period of performance by twenty (20) days. Option 1 shall include:1)line item for an interim mobilization; and, 2) line item for a cubic yard unit cost to remove170,000cy. The entrance channel shall be dredged to a depth of 38ft + 1ft allowable overdepthin MLLW. The disposal area for this option will be Pedricktown South. Should the option be awarded, the contractor will be required to complete Marcus Hook Range and Bellvue/Cherry Island Ranges prior to mobilizing to the Christiana River entrance channel adjacent to Cherry Island Range. (c) Option 2, Mifflin Range, shall be awarded within sixty (60) days of the Notice to Proceed (NTP). The award of Option 2 will increase the period of performance by thirty (30) days. Option 2 shall include: 1) line item for an interim mobilization; 2) line item for a cubic yard unit cost to remove 220,000cys of maintenance material from four (4) Acceptance Sections. Mifflin Range will be one (1) acceptance section using contour dredging to 46ft + 1ft. (d) Option 3, Ft. Mifflin Docks, shall be three (3) separate dredging acceptance sections: 1) Maintenance dredging to 25ft + 1ft for the Dredged McFarland slip (Southside of the South Pier); 2) The boat basin in between the North and the South Pier will be dredged to 16ft + 1ft, and 3) the North side of the North Pier shall be dredged to 16ft + 1ft. The plans should illustrate the location of the areas to be dredged at the Mf. Mifflin Docks, non-contour dredging. Estimated quantity for Option 3 is 45,000cy. No additional time will be added to the contract. (e) Option 4 Obstruction removal 0+000 to 520+000. Estimated cost range of the project is $10,000,000 to $25,000,000. The period of performance is 210 calendar days. This is not a request for proposals at this time, the solicitation requirements and documents will include instructions for submission and the response date, will be available on or about 04 August 2020.
