a. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; see attached Standard Form 1449. This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. The official media for distribution of this RFQ is Federal Business Opportunities (FBO). It is the offeror's responsibility to monitor the FBO web site for any amendments. Interested firms must register on FBO in order to access the solicitation. b. The Solicitation Number for this acquisition is W912BU-19-T-0001 and a separate attachment (Standard Form 1449) is issued as a Request for Quote (RFQ). c. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01. Clauses and provisions are available at http://farsite.hill.af.mil. d. This requirement is a 100% Small Business Set-Aside; the NAICS code is 212313 and the size standard is 750 employees. e. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for the contractor to provide Miscellaneous Rip-Rap Stone for Chesapeake and Delaware Canal in accordance with Scope of Work. Award will be made to a responsible bidder on the basis of Lowest Price. f. The required delivery date is 29 August 2019. There are three (3) delivery locations specified. g. Any questions regarding this RFQ must be submitted to david.a.macintyre@usace.army.mil by 28 April 2019 by 1:00 p.m. eastern time. All questions will be answered via an amendment to the RFQ. h. All quotes shall be submitted electronically by 10:00 a.m. eastern time on 01 May 2019 to david.a.macintyre@usace.army.mil If there are any amendments to this requirement, all amendments are required to be filled out and submitted with the attached SF1449 document by the due date. i. For information regarding this solicitation, the USACE Point of Contact is David MacIntyre, Contract Specialist, david.a.macintyre@usace.army.mil. j. All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300 and registered for "All Awards". Information on getting registered may be obtained by accessing the SAM website at sam.gov. Additional instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $30,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans. Information on submitting your report may be obtained by accessing va.gov.
