Synopsis: The U.S. Army Corps of Engineers (USACE), Philadelphia District intends to initiate procurement for Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts to support floating plant of the U.S. Army Corps of Engineers with electrical and electronic system support. The USACE currently operates floating plant with aging power, control, monitoring and alarm systems, which need replacement several times over the life of the floating platform. In addition, the complexity of the electronics packages installed in new vessels and retrofitted in existing vessels and their effect on the overall safe operation of those vessels necessitates installation or oversight of installation by recognized system integration experts. This acquisition will provide electrical and electronic system support for maintenance, upgrade, and retrofit of existing USACE floating plant. USACE, Philadelphia District intends to award a target of (5) IDIQ contracts with a (5) year performance period and a program value of $8M. This requirement will be solicited as a Request for Proposal (RFP) utilizing best value, trade-off procedures prescribed in FAR 15.101-1 and FAR 15.203 of the Federal Acquisition Regulation (FAR). The source selection process will be based on a subjective trade-off evaluation. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the FBO.gov website. Contractors may download the solicitation (including any drawings if applicable) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms should register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments, as necessary. All contractors are required to be registered in the System for Award Management (SAM) before award as required by FAR 4.1102.
