Subject: ND-6 Barge Replacement Solicitation No.: W912BU19B0015 Set-Aside Code: Small Business Response Date: 16 August 2019, 11:00 a.m. EST Place of Performance: Philadelphia, PA Description of Work: The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE) is issuing an Invitation for Bid (IFB), to acquire one non self-propelled floating crane barge replacement. The barge will serve as a floating crane to lift and carry debris or cargo on the deck. The primary area of operation is on rivers, inshore, intra-coast and protected waters within the Norfolk District area of operations (AOR). The principal dimensions of the barge shall be as follows: Construction Material ABS Grade-A mild steel Length (Molded) 80'- 0" Beam (Molded) 30'- 0" Depth (Molded at Centerline) 6'-6" Depth (Molded at Side) 6'-3" Bow Raked Stern Raked Design Draft 2'-6" Air Draft (from 2'-6" waterline) 28'-6" The permanently mounted crane will be provided and installed as part of the contract. This acquisition will be made using sealed bidding, a single award will be made as a whole, to the lowest priced, responsive bidder determined to be responsible in accordance with FAR Part 14 Procedures. Issue date for the Invitation For Bids (IFB), Solicitation No. W912BU19B0015 is anticipated on or about July 16, 2019, as a Small Business procurement. The bid opening is projected to be conducted on 16 August 2019 at 11:00 a.m. EST; however, this information is subject to change. Offerors should review the entire solicitation once it is posted. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. Estimated cost range of this project is $1,000,000.00 - $5,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 336611 and the small business size standard is 1250 employees.. Solicitation documents, plans, and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. All questions will be submitted via e-mail and have the solicitation's number referenced in the subject line. All questions will be sent to: michael.j.kassin@usace.army.mil. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. The solicitation will contain FAR provision 52.204-7; therefore a bidder must be registered in the System for Award Management (SAM) database prior to award.
