Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code 238210 and establish if there are adequate Women Owned Small Business contractors able to perform the work described below. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Beta.SAM website at www.beta.sam.gov 1. Overview: a. Hybrid Power System on New Vessel for New York District: The Government is in the process of procuring a new debris collector vessel for New York Harbor. The new vessel will have a hybrid diesel electric power system. The hybrid system will provide all on board power. The system will incorporate large battery banks in order to reduce vessel exhaust emissions, and to allow efficient operation over a wide range of vessel speeds. The battery banks are sized to allow approximately 50% of the vessel daily operational energy requirements to be provided from battery banks charged overnight from the local utility power grid. The energy stored in the battery banks will reduce the required power from the on board diesel gensets. This will reduce vessel exhaust emissions. The battery stored energy will also allow efficient genset operation, by providing a stored power buffer which will allow the most fuel efficient combination of genset operating load, and number of gensets on line. b. Phase 4 Technical Support Needed: The Government is seeking sources for phase 4 design, integration and testing of the Driftmaster Hybrid Power System (DHPS). Integration and testing shall be conducted at a TBD shipyard. It is anticipated the shipyard will be identified by October 2020. The Driftmaster Hybrid Power System is a “plug in” marine vessel power system comprised of the following major components: 4 diesel generators 550 KW each 2 Propulsion motors 1,500 HP each 2. Electric motor driven Bow Thrusters 100 HP each. 2 Electric Debris Net winch hoists, 30 HP each. DC bus switch gear system Power inverters Motor variable speed control systems 2 Lithium battery banks 1,500 Kw-Hr energy storage each Battery Bank shore power charging system, 200 Kw capacity Battery charging management system Electronic control systems (propulsion, lights, net winch) Monitoring alarm system (propulsion, lights, net winch) Remote monitoring system 2. Current DHPS Status Through Phase 3: The initial design and manufacture phases (1 through 3) of the DHPS have been awarded to Ockerman Automation Consultants (OAC). The current development status of the DHPS is as follows: With the exception of the battery banks, the above equipment and software have been developed and manufactured. FAT testing of individual components has been successfully completed, and witnessed by ABS. ABS Class review and approval of the system is in review and expected by late spring 2020. A digital twin of the DHPS has been created and is in place at the Marine Electronic Propulsion Simulation (MEPS) lab in Norfolk, VA. A small scale single rack (2 batteries) Lithium Battery bank is installed at MEPS. Note that final selection of the battery bank manufacturer has not been made. Phases 1 through 3 have been developed based on the Corvus Orca Marine battery bank system. The battery bank at the MEPS lab is a Corvus Orca bank. Final selection of the battery bank manufacture is anticipated late fall 2020. 3. Required DHPS Phase 4 Contractor Activities and Effort: It is anticipated the following will be part of Phase 4: Outstanding DHPS FAT testing to achieve full system level test at OAC facilities. Full System DHPS Digital Twin FAT testing at MEPS facilities to certify fidelity with the physical DHPS. ABS Class Certification of full system FAT Tests. ABS Certification of DHPS Digital Twin fidelity. Revision to the DHPS as required to suit the final battery selection (anticipated late fall 2020). DHPS system-to-vessel design integration, upon vessel construction award to a shipyard. Attendance and participation in shipyard planning and engineering meeting / discussions. On site DHPS installation technical support at the shipyard. Development of DHPS technical submittals to ABS as required for Phase 4, including actual installation on board the vessel including as built drawings. Revision of DHPS Digital Twin to incorporate DHPS design development and changes that occur in Phase 4. On vessel operational support to NY District after Driftmaster delivery from shipyard. On vessel and remote internet DHPS troubleshooting, and repair, during the first 12 months of operation. Internet monitored DHPS performance during the first 12 months of operation, and validation of Digital Twin to duplicate monitored performance. 4. Required DHPS Phase 4 Contractor Capabilities: The following capabilities are anticipated to conduct Phase 4: Authorization from OAC and MEPS for access to and use of DHPS and MEPS Proprietary Intellectual Property, and equipment as needed for Phase 4. Authorization for access to OAC and MEPS facilities and the DHPS equipment as needed for Phase 4. Range of Electrical, Software, Mechanical and Marine Engineering, and Naval Architectural capabilities as needed for Phase 4. PE Engineer and Naval Architect License Credentials, valid over the full duration of the Phase 4 time span. Dedicated personnel with the above range of technical capabilities for: on site shipyard support, on site at NY District DHPS operational and trouble-shooting/repair support, and DHPS remote internet monitoring All interested Women Owned Small Business concerns for this requirement may submit the following: Company name DUNS number Type of business concern (small business, large business, etc.) Years in business Statement of capability and qualifications of the organization to perform the requirement.
