Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the USACE Philadelphia to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS code 324121 and to establish that there are adequate large and/or small business contractors for providing the marine work described below. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. Principal Characteristics of the Scope of Work: The intent of this acquisition is to provide a service contract for application of a single bituminous seal coat for specified areas under Section 3, Performance Requirements. Four separate areas will be identified and treated as separate contracting line items. This agreement will include a base plus three options. Each line item will require a road sweeping and filling of any applicable potholes with hot patch before the seal coat is applied, a post road sweeping via a “pick-up style” broom once the application is furnished, and line striping and road markings to finalize the procedure. All products used must meet Pennsylvania Department of Transportation standards for single bituminous seal coat in Publication 447, and all striping paint must meet specifications in Publication 408.
